The Mayor led the Board and those in attendance in the Pledge of Allegiance.

A Motion to Open the Public Meeting was made by Trustee Sabino, Seconded by Deputy Mayor Noone and called to Order by Mayor Larry Ceriello at 7:30 pm.

MINUTES: A Motion was made by Trustee Sabino to approve the Minutes of the October 9, 2019 Meeting of the Board of Trustees Meeting; said motion was Seconded by Deputy Mayor Noone and unanimously approved.

MAYOR’S REPORT: The Mayor reported that a beautification project occurred at the ‘triangle’ located at Bellows and Abbey. The “Grounds Guys” donated time and labor to landscape and clean the area, as well as plant daffodils and spread mulch, which was donated by the Munsey Park Women’s Club. The Mayor further reported that the Village has met with Greg Del Rio, a Traffic Consultant, who is currently working on a proposal to address speeding and volume of traffic in the Village, especially on Park and Manhasset Woods Road.

PUBLIC SAFETY REPORT:

JUSTICE REPORT: The Monthly Justice Report for October 2019 was presented by Trustee Sabino stating total fines assessed in the amount of $6,145.00.

BUILDING REPORT: The Building Report was presented by Trustee Sabino, stating that between June 1st, 2019 and November 7th, 2019, a total of 89 permits have been issued totaling $62,014.00 in Building Permit Fees.

BUILDING ADVISORY COMMITTEE REPORT: Trustee Williams reported to the Board that there was no new business to report with respect to the Building Advisory Committee.

VILLAGE ROAD UPDATE: Deputy Mayor Noone reported to the Board that the Bellows Lane project has been completed and that the Village was very satisfied with United Paving.

NEW BUSINESS:

ELECTION: Mayor Ceriello offered the resolution and moved for its adoption: WHEREAS, the next General Election for Two (2) Trustees, each for a 2-year term for the Incorporated Village of Munsey Park, will be held on Wednesday, March 18, 2020; and WHERAS, Section 15-104(3)(b) of the Election Law of the State of New York states that the Village Board of Trustees must designate by Resolution the polling place in each election district, and the hours during which the polls are open; NOW THEREFORE BE IT RESOLVED: (1) That one (1) polling place in the Village of Munsey Park will be in Village Hall, located at 1777 Northern Boulevard, Manhasset, new York 11030; and (2) Polls will be open for the General Village Election to be held on Wednesday March 18, 2020, between the hours of 12:00 noon and 9:00p.m. AND BE IT FURTHER RESOLVED, that the Village Clerk is authorized to publish a Notice stating the polling place and hours that the polls will be open at least sixty (60) days prior to the General Village Election. This Resolution was seconded by Trustee Williams and unanimously approved.

940 PARK AVENUE: Mr. Kivotidis appeared to discuss the erection of a fence in the rear of his yard without a permit. He was advised to contact the Deputy Clerk to facilitate him obtaining the proper permits. Mr. Kivoditis also inquired of the Board regarding roadway markings concerning no blocking driveway, as traffic backs up on Park Avenue No., preventing egress and entrance to his driveway. The Board agreed to consider his request.

STEVE FLYNN (Manhasset Water & Fire District): Commissioner Steve Flynn of the Manhasset Water & Fire District appeared to discuss future plans and upcoming projects of the Water District in Munsey Park. Commissioner Flynn stressed the District’s desire for intermunicipal cooperation between the District and the Village in upcoming projects. Commissioner Flynn also wanted to remind the Village residents that the election for Commissioner of the Manhasset Lakeville Water & Fire District will occur on December 10, 2019, at Company 1, located at 35 Bayview Avenue in Manhasset and hoped that all Munsey Park residents would come out to vote.

ALEX KATSOULIS: Eagle Scout candidate and Munsey Park resident Alex Katsoulis presented to the Board a presentation to construct a mulch basin, as part of his community service in attaining the rank of Eagle Scout. Mr. Katsoulis advised the Board of the benefits and logistics of the proposed Mulch Basin, as well as it’s planned funding. The Board Thanked Mr. Katsoulis and looked forward to working with him on this project.

CHRISTMAS TREE LIGHTING: Deputy Mayor Noone relayed the specifics of the Village’s tree lighting ceremony, which is being held by the Village, in conjunction with the Munsey Park Women’s Club, on December 8, 2019. The ceremony will start at 5:30pm at Waldmann Memorial Park with hot chocolates, treats and carolers and the festivities will move to Copley Park for the tree lighting at 6:00pm and the much-anticipated arrival of Santa at approximately 6:15pm. All residents are encouraged to attend. There will be some parking restrictions in effect on the date of the event. In the event of unfavorable weather, the rain date for the event is December 15, 2019. BEAUTIFICATION BRICK PROGRAM: The Village will once again offer the “Buy-ABrick” program to raise funds for the beautification of the Village’s parks. The Board anticipates that the inscribed bricks will cost approximately $100 and that approximately 250 will be available at Waldman Park.

There being no further business, a Motion to close the meeting was made by Trustee Sabino and Seconded by Mayor Ceriello, and the Meeting was brought to a close at 9:00 pm.

PUBLIC SAFETY REPORT

• JUSTICE REPORT: The Monthly Justice Report for September 2019 was presented by Trustee Sabino with total fines assessed in the amount of $8,181.00.

• POLICE REPORT: The Police Report for September 2019 was presented by Trustee Sabino, stating 6 Auto Accidents, no Burglary-Residence, no Burglary-Business, no Robberies, no Larceny-Auto incident, no Larceny (other than auto) 1 Criminal Mischief incidents and a total of 46 summonses (40 Movers and 6 Parkers).

• BUILDING REPORT: The Building Report was presented by Trustee Sabino, stating that between June 1, 2019 and October 4, 2019, a total of 72 permits have been issued totaling $53,339.00 in Building Permit Fees.

FINANCIAL REPORT

Trustee D’Angelo stated that the Village had two non-recurring items on our financial statements for September for an upgrade to the lighting of Village Hall and a payment to our auditors, Satty Levine and Ciacco.

VILLAGE ROADS REPORT

Deputy Mayor Noone updated the Board on the Village’s 2019 Road Improvement Project which includes Bellows Lane, Stuart Place, Eakins Road and Burnham Place. The project is well underway with United Paving milling the streets this week followed by paving and road restoration. In addition, Nassau Avenue is having minor road repair due to on-going water issues.

NEW BUSINESS

Light the Night – Munsey Park Woman’s Club will again host Light the Night on December 8, 2019 with a rain date of December 15th or 16th. The Village of Munsey Park’s Second Annual Christmas Tree Lighting will occur on the same night as Light the Night. Additional information on these events to follow next month.

Extenet – Trustee Sabino stated that after a well-publicized hearing this spring the Munsey Park Board of Trustees granted Extenet’s application for a single wireless cell facility at the Village’s own triangle at the Northeast corner of Park Avenue and Manhasset Woods Road. To date, Extenet has taken no further steps to submit construction plans although they do have the legal right to do so at any time. Trustee Sabino wants to remind residents of this because of the recent actions of other neighboring villages who have denied or restricted Extenet’s ability to construct wireless cell facilities within their jurisdiction. The Village of Munsey Park has authorized only one such facility within our borders. Extenet satisfied all Federal requirements for doing so and especially provided scientific evidence that Extenet’s proposed facility falls well within the Federally mandated safety margins.

A Motion to close the meeting was made by Trustee Sabino and seconded Trustee D’Angelo and unanimously approved. The meeting was adjourned at 8:20 pm.

Mayor Ceriello announced the names of the Village residents who lost their lives on September 11, 2001: Thomas Burke, Paul R. Casio, James Connor, Joseph J. Dickey, Jr., John F. Iskyan, Timothy C. Kelly and Frank Salvaterra.

Motion to open the BOT meeting was made by Trustee Sabino, seconded by Deputy Mayor Noone and approved by all. Mayor Ceriello opened up the Board of Trustees meeting at 7:35 pm.

PUBLIC SAFETY REPORT

• JUSTICE REPORT: The Monthly Justice Report for July 2019 and August 2019 was presented by Trustee Sabino with total fines assessed in the amount of $5,198.00 and $6,367.00 respectively.

• POLICE REPORT: The Police Report for July 2019 was presented by Trustee Sabino, stating 2 Auto Accidents, no Burglary-Residence, no Burglary-Business, no Robberies, no Larceny-Auto incident, no Criminal Mischief, 1 Larceny (other than auto) incidents and a total of 86 summonses (75 movers, 11 Parkers). The Police Report for August 2019 indicates 3 Auto Accidents, no Burglary-Residence, no Burglary-Business, no Robberies, no Larceny-Auto incident, no Criminal Mischief, 1 Larceny (other than auto) incidents and a total of 43 summonses (31 movers, 12 Parkers).

• BUILDING REPORT: The Building Report was presented by Trustee Sabino, stating that between June 1, 2019 and September 11, 2019, a total of 63 permits have been issued totaling $50,564.00 in Building Permit Fees.

FINANCIAL REPORT

Trustee D’Angelo stated that the Village had two non-recurring items on our financial statements for July and August which were cleaning one hundred catch basins for $14,500 and repairing the storm drains for $6,000. These costs are in addition to the Village’s current Road Improvement Project.

VILLAGE ROADS REPORT

Deputy Mayor Noone updated the Board on the Village’s 2019 Road Improvement Project which includes Bellows Lane, Stuart Place and South Eakins Road. The project is well underway with the concrete curbing already removed and the current installation of the belgium block. The next phase will be milling and paving the roads which will also include Burnham Place. Deputy Mayor Noone stated that this project completes the worst roads in the Village (those indicated in red) as stated in the comprehensive road report. The Village will continue to follow the comprehensive road report as a guide for future road projects.

NEW BUSINESS

Mr. Carili, 74 Revere Road, spoke to the Board regarding his proposed landscape plans. Mayor Ceriello and the Board of Trustees agreed that the current proposed plans do not meet the Village’s Code. The Mayor requested a new landscape plan that indicates the differentiated and specific types of plants to be used and their location which should be in a staggered formation. Mayor Ceriello also reiterated that nothing can be planted in the Village ROW (Right of Way). Mr. Carili agreed to submit the new proposed plans to Deputy Clerk McLean which will be forwarded to the BOT for approval.

Mr. Tarantino, 98 Trumbull Road, came before the BOT to appeal the BAC’s decision to repaint the clapboard on the rear of the house to the color that was originally approved. Mr. Tarantino states that he did not fully understand that when he submitted the grey color to the BAC that he was locked into that specific color but rather thought it was just an indication that the paint color would be in the grey family. After much discussion over the BAC responsibilities and great respect for their process, it was unanimously decided, with one abstention from Deputy Noone, that the current paint color can remain.

A Motion to close the meeting and go into executive session to discuss personnel matters was made by Trustee Sabino and seconded Trustee D’Angelo and unanimously approved. The meeting was adjourned at 8:52 pm.

MINUTES

The minutes for the June 12, 2019 Board of Trustees meeting were amended by Trustee Noone and approved by all (amendment to the Road Improvement Section included a misspelling and inclusion of paving Burnham Place).

LOCAL LAW 3 - 2019

Gerard Morici, Moricic &Morici, read local law amending Article 1 of Chapter 132 of Village Code: “Peddling and Soliciting” in the Incorporated Village of Munsey Park, including ammendments to the requirements thereof and the hours permitted (Local Law 3 – 2019 is available at Village Hall or on our website under Codes). Trustee Sabino made a motion to adopt Local Law 3 - 2019, seconded by Trustee Williams and approved by all. An official copy of the transcript is annexed to these minutes.

NEW BUSINESS

• Qu resident – 21 Alston Place

Paul Bloom, Harras Bloom & Archer - 445 Broad Hollow Road, Melville, appeared on behalf of the Qu’s of 21 Alston Place. The Qu’s received a violation issued from the Munsey Park’s Building Department referring to a violation of section 878-D of the Munsey Park Code (During the progress of the construction a set of plans and the statement of specifications bearing the certification stamp or signature of the Board's representative at all times shall be kept on the premises involved. All work shall be carried on in strict accordance with such plans and specifications). Mr. Bloom explained that his client, Mr. Qu, worked as his own general contractor. He explained that the work performed contrary to approved plans was not done in a purposeful way but rather by an unfortunate error. As of today, the portico and the platform does not conform to the approved plan with a discrepancy of 30 inches. The work involved to bring the portico to total conformity is quite extensive with an estimated cost of up to $30,000 for the homeowner. Mr. Bloom appealed to the BOT for relief stating that the portico is not inconsistent with other homes in the community. Norman Nemic, North Shore Architecture, came up with a solution to mitigate the visual impact by placing two additional columns closer to the front door. Mayor Ceriello explained that the Village has a BAC (Building Advisory Committee) for a reason and they work with homeowners extensively to come up with an approved plan. Mayor Ceriello believes that the Qu’s error was not deliberate but the fact remains that what was approved was not built. The Mayor acknowledged that the Qu’s have already made a large investment to construct this beautiful house and therefore, he and the BOT agreed to the installment of two additional same-sized columns.

PUBLIC SAFETY REPORT

• JUSTICE REPORT: The Monthly Justice Report for June 2019 was presented by Trustee Sabino with total fines assessed in the amount of $4,124.00.

• POLICE REPORT: The Police Report for July 2019 was presented by Trustee Sabino, stating 8 Auto Accidents, no Burglary-Residence, no Burglary-Business, no Robberies, no Larceny-Auto incident, 2 Larceny (other than auto) incidents, 1 Criminal Mischief incidents and a total of 76 summonses (73 movers, 3 Parkers).

• BUILDING REPORT: The Building Report was presented by Trustee Sabino, stating that between June 1, 2019 and July 3, 2019, a total of 31 permits have been issued totaling $10,452.00 in Building Permit Fees.

VILLAGE ROADS REPORT

Deputy Mayor Noone updated the Board on the Village’s 2019 Road Improvement Project. The project went out to bid almost two weeks ago and the bid opening will be on Thursday, July 18th at noon at Village Hall. Village engineer, Jim Antonelli, will receive all the bids and provide the BOT with the results. The BOT will meet on July 22, 2019 to vote on a contractor. The winning contractor will then have to submit all paper work, issue appropriate bonds, sign contracts and look at their work schedule to provide the Village with an anticipated start date.

COPLEY POND

Trustee Williams updated the Board on the condition of Copley Pond. The water level of the pond was raised by the road crew and it looks noticeably better. Trustee Williams looked into several solutions to improve the aesthetics of the pond. One viable solution is to install a sub-surface aeration device. Adding a sub-surface aeration system is a great way to boost water quality and oxygen levels while maintaining the natural appearance of the pond. This style of aerator has four diffuser modules that sit at the bottom of the pond, connected by weighted tubing which is in turn connected to an air compressor. The compressor pumps much-needed air to the bottom of the pond, ensuring adequate oxygen levels during hot summer months. Benefits include more oxygen, clearer water, lower mosquito infestations, no maintenance, ten-year life expectancy with a cost of $4,200 total including installation. Another option is to add dye to the pond to enhance its visual appeal, it also plays a major part in limiting amount of sun exposure the pond receives. Trustee Williams also discussed the geese population at Copley and offered a solution using a Border Collie decoy that moves in the wind and deters geese and other unwanted varmint. Trustee Williams is going to look into having a possible “trial run” using one or two sub-surface aeration devices.

A motion to open the meeting of the planning Board was made by Trustee Sabino, seconded by Trustee Williams and approved by all. Mayor Ceriello called the meeting to order at 7:33 pm.

PLANNING BOARD

The Planning Board approved the O’Neill Preliminary Subdivision (A copy of the transcript will be annexed to the minutes in the Minutes Book at Village Hall).

Motion to close the meeting of the Planning Board was made by Anthony Sabino, seconded by Deputy Mayor Noone and approved by all.

Motion to open the BOT meeting was made by Deputy Mayor Noone, seconded by Anthony Sabino and approved by all. Mayor Ceriello opened up the Board of Trustees meeting.

The minutes for the May 8, 2019 Board of Trustees meeting were approved by all.

FINANCIAL REPORT

Trustee D’Angelo reported That Village taxes are due by July 1, 2019. In addition, he reported that Village expenses for the month were approximately $111,000 with $40,000 going towards garbage removal, $12,000 for healthcare insurance, $15,000 for the Village Engineer and the remaining balance for Village maintenance.

MAYOR’S REPORT

The Mayor reported that in 2017 the BOT passed a resolution establishing a position of a Village Administrator and the position was never filled. Subsequent events have proven that position to be unnecessary. The mayor proposed the following resolution:

WHEREAS, on May 10th, 2017, the Board of Trustees Passed a Resolution establishing the position of Village Administrator;

WHEREAS, on May 10th, 2017 an appointment was made; however, said appointee refused appointment and the position was never filled;

WHEREAS, the Position of Village Administrator has never been filled and is not a necessity to the Village at the current time;

BE IT THEREFORE RESOLVED, the Position of Village Administrator of the Incorporated Village of Munsey Park, which was created by Resolution of the Board of Trustees on May 10th, 2017, be and hereby is abolished.

The forgoing resolution was moved by Trustee Noone and seconded by Trustee Williams, and upon a voice vote, adopted unanimous.

PUBLIC SAFETY REPORT

• JUSTICE REPORT: The Monthly Justice Report for May 2019 was presented by Trustee Sabino with total fines assessed in the amount of $6,813.00

• POLICE REPORT: The Police Report for April 2019 was presented by Trustee Sabino, stating 3 Auto Accidents, no Burglary-Residence, no Burglary-Business, no Robberies, no Larceny-Auto incident, 1 Larceny (other than auto) incidents, 1 Criminal Mischief incidents and a total of 26 summonses (25 movers, 1 Parkers).

• BUILDING REPORT: The Building Report was presented by Trustee Sabino, stating that between June 1, 2019 and June 5, 2019, a total of 3 permits have been issued totaling $1,600.00 in Building Permit Fees.

VILLAGE ROADS REPORT

Deputy Mayor Noone updated the Board on the Village’s 2019 Road Improvement Project. The project includes new curbing, asphalt and belgian blocks for South Eakins Road, Bellows Lane and Stuart Road and the repaiving of Burnham. Deputy Mayor Noone added that the project is a few weeks behind schedule because our Village Engineer had some grading issues. We should be receiving the bid books this week. The end of July/beginning of August is the anticipated construction date.

NEW BUSINESS

305 Kensett Road – Application for a Rear Yard 6 foot Fence on the Village Boundary

Trustee Sabino made a motion to approve the application for a 6 foot fence in rear yard, seconded by Deputy Mayor Noone and approved by all, with Trustee D’Angelo abstaining.

Movie Night – June 24, 2019

Teresa McCabe, co-chair of children’s events for Munsey Park Woman’s Club, presented to the board the details of the Village’s Second Annual Movie Night which will take place at Waldmann Park on June 24th at 8:30 pm. The movie this year will be the Mighty Ducks. The Village has agreed to pay for the screening costs associated with this event. The rain date will be on June 25th. The MP road crew will put up no parking signs and will notify the 6th precinct of this event.

Meadow Carting/385 Ryder Road Dispute

The residents of 385 Ryder Road allege Meadow Carting had caused damage to their newly paved driveway. Meadow Carting tried several times to power wash the driveway but it could not get it back to its original condition. The homeowner had to have the driveway fixed by a mason and incur the associated costs. The homeowner came before the Board to ask for assistance to recover their costs from Meadow Carting. The Mayor explained that the Board cannot establish guilt from one party to the other, however, he agreed to communicate with Meadow to try to establish a resolution.

74 Revere Road – Regrading Application

The BOT approved the regrading at 74 Revere Road. The homeowner’s landscape architect will be meeting with our Village Building Inspector on Friday, June 14th to discuss the architectural drawings. These drawing are required based on the land survey and will include materials for the patio and landscaping.

FINANCIAL REPORT

Trustee D’Angelo reported that at the last meeting the BOT passed the Village’s fiscal budget for the 2019/2020 year. Closing out fiscal year 2019 revenue from the Village’s building permits was $138,047 and revenue from traffic fines/penalties was $70,000. Currently at month’s end traffic fines/penalties total $9,522. Trustee D’Angelo also reminded the Board that the tax bills will be sent out the end of May and are due July 1, 2019.

• JUSTICE REPORT: The Monthly Justice Report for April 2019 was presented by Trustee Sabino with total fines assessed in the amount of $12,380.00.

• POLICE REPORT: The Police Report for March 2019 was presented by Trustee Sabino, stating 4 Auto Accidents, no Burglary-Residence, no Burglary-Business, no Robberies, no Larceny-Auto incident, no Larceny (other than auto) incidents, no Criminal Mischief incidents and a total of 85 summonses (79 movers, 6 Parkers).

• BUILDING REPORT: The Building Report was presented by Trustee Sabino, stating that between June 1, 2018 and May 1, 2019, a total of 149 permits have been issued totaling $138,047.48 in Building Permit Fees.

VILLAGE ROADS REPORT

Deputy Mayor Noone updated the Board that our Village Engineer, Jim Antonelli, is preparing the bids for the South Eakins, Bellows and Stuart Road improvement project. The project includes new curbing, asphalt and Belgium blocks with a projected July construction date. Deputy Mayor Noone also added that the Village is currently improving the compromised structural components of our catch basins/sewers. The sewers/catch basins are being reinforced, cleaned out and the streets will be swept during the month of June.

PROCLAMATION

Mayor Ceriello read a Proclamation in honor of P.O. Glen Demeo, who served Munsey Park for 23 years, on the occasion of his retirement. The Mayor expressed his deepest gratitude to Officer Demeo on the service he provided to Munsey Park and wished him well in his retirement.

NEW BUSINESS

575 Park Avenue – Application for a Permanent Basketball Hoop

Trustee Williams made a motion to approve the application for a permanent basketball hoop in the rear of 575 Park Avenue, seconded by Trustee Sabino and approved by all.

305 Kensett Road – Application for a Rear Yard Fence on the Village Boundary

Trustee Noone made a motion to approve the application for a 4-foot wood fence in the rear yard line of 305 Kensett, seconded by Trustee Williams and approved by Mayor Ceriello and Trustee Sabino. Trustee D’Angelo voted no.

24 Vanderlyn Drive – Application for a Rear Yard Stone Planting Wall

Trustee Sabino made a motion to approve the application for a re-grading in the rear yard to accommodate a stacked stone planting wall, seconded by Trustee Williams and approved by all.

82 Borglum Road – Appeal to Keep Existing Garage Door

TJ Costello, Architect - Hierarchy, came before the Board to appeal to keep the existing garage door at 82 Borglum Road. The original catalog cut that was presented to the Building Advisory Committee (BAC) by Heiracrchy was incorrect as the sample showed the garage doors having glass. The intended garage door was a solid panel (no glass) similar to the pre-existing garage door. Mayor Ceriello acknowledged Hierarchy’s error and agreed that fairness dictates to approve the garage door that was installed. Trustee Williams made a motion to approve the existing garage doors, seconded by Trustee Sabino and approved by all.

369 Ryder Road – Filing to Maintain Existing Retaining Wall

TJ Costello, Architect - Hierarchy, came before the Board to discuss the amendment to the approved plans for a retaining wall in the rear yard at 369 Ryder Road. The work done to construct the retaining wall was completed contrary to what was originally approved by the BAC. Mr. Costello did submit an amendment to the original plans and applied for approval but it was indeed after the fact. Mayor Ceriello agreed to approve the completed work but will consult with the Village’s Building Inspector to confirm the status of any open violations and/or fines associated with this project. Trustee Sabino made the motion to approve the existing retaining wall, seconded by Trustee Williams and approved by all.

Audited Financial Statements – Village Justice Court

Trustee Sabino made a motion to approve the Audited Financial Statements for the Village Justice Court for year-end May 31, 2018, seconded by Trustee Williams and approved by all.

Memorial Day

Deputy Mayor Noone announced that the Village will be holding its Second Annual Memorial Day Service at Waldmann Pond to honor all those who sacrificed their lives for our freedom. Greg LiCalzi, Munsey Park resident, is once again organizing this wonderful event which takes place on May 27th at 9 am.

MINUTES

The minutes for the March 13, 2019 Board of Trustees meeting were approved by all.

FINANCIAL REPORT

Trustee D’Angelo reported that the budget will be considered at a public meeting on April 15, 2019 and voted on by the Board on April 29, 2019. Trustee D’Angelo gave a brief overview on the proposed budget which has a 2% increase and is within the allowed tax cap. This increase was driven by a number of factors. First, the projected decline in home sales will result in a decrease of building and permit fees for the Village. In addition, other major drivers for the increase include garbage removal and a decrease in State funding of CHIPS for our road projects. The Village is projecting to spend $500,000 on the new road improvement project which includes lower Eakins Road, Bellows Lane and Stuart Place. The road project is currently in the preliminary phases and is expected to commence this summer. Trustee D’Angelo also reported that the State Comptroller’s Office announced the results of the Village’s yearly Fiscal Stress Test. This is the third consecutive year that our Village has a “No Designation” score which indicates the Village is in excellent financial shape.

MAYOR’S REPORT

Mayor Ceriello updated the Board on several items:

• The PSEG utility upgrade project is underway which affects certain poles on Nassau Avenue, Munsey Place, Thayer Road (between Nassau and Park Avenue), Park Avenue up to Manhasset Woods Road and Manhasset Woods Road to Northern Boulevard. The Village will continue to monitor the installation of the new poles and wires, as well as the pruning to the ROW trees.

• The Mayor announced that the New York State Budget has passed and the Village received $7,500 from AIM (Aid and Incentives for Municipalities) Funding. Mayor Ceriello stated that grants are critical to all village’s finances. In fact, last year Senator Phillips was able to secure approximately $250,000 in grants for Munsey Park, which is about ten percent of our budget. Mayor Ceriello attended a mayor’s meeting with Senator Anthony D’Urso and he pledged to continue to help secure village grants. Mayor Ceriello will also be attending a meeting on April 16th with Congressman Thomas Suozzi.

• The Mayor would like all members of all boards in the Village to receive NYCOM webinar training on open meetings laws and ethics. Further information to follow.

• The Mayor reported that the Manhasset Lakeville Fire Department is holding its annual awards night on May 2, 2019. The Mayor publicly thanked the firefighters for their continued service to the Village.

5 BARNARD PLACE

The residents of 5 Barnard Place came before the Board to address certain items that were identified in a March 29, 2019 letter sent by our building inspector listing “items constructed that were not in accordance to approved plans”. The open items discussed are as follows:

7. Triple casement window

Mayor Ceriello asked the homeowners to allow the Board to consider the project in its entirety and come back to them with one answer that will resolve all the open items. The Mayor also agreed to an extension to allow the residents to continue work on their home and remedy the on-going open items.

VILLAGE ROAD /PARKS REPORT

Mayor Ceriello announced that all lamp posts are currently being painted. In addition, all street signs are either being replaced or painted. The Tree Replacement Program continues and the Mayor encouraged all residents interested in a ROW (Right of Way) tree to call Village Hall.

PROCLAMATION

Mayor Ceriello read a Proclamation in honor of P.O. Scott Ferrara, who served Munsey Park for many years, on the occasion of his retirement.

EXTENET

Representatives from ExteNet Systems Incorporated, associated engineers, contractors and an expert witness gave an extensive presentation to the Board and the general public. The presentation was based on their formal application for the placement of a small cell installation for communication purposes within the Village of Munsey Park. At the suggestion of the Village Board, this small node tower will not be placed in front of any home in the Village. It will be located on the triangle of the northwest intersection of Manhasset Woods Road and Park Avenue. The tower will be in the form of a flagpole standing at 50 feet. The majority of the presentation focused on radio frequency emissions. The Board has researched this issue thoroughly and the placement of these cell towers is strictly a matter of Federal Law. There is little to nothing that local Villages can do to oppose or question the site of these facilities. Federal law does, however, mandate that cell tower contractors (ExteNet) comply with Federal law on the radio frequency emissions. This small cell installation will have a radio frequency emission of less than one percent of the federally allowed limit which is significantly under the safety margin. The entire Extenet slide show presentation is available at Village Hall. In addition, the Board prepared a FAQs packet and all of the materials submitted by ExteNet are available at Village Hall for public inspection. The FAQs are also posted on the Munsey Park Website. Trustee Sabino and the entire Board will continue to communicate with the residents of Munsey Park on this matter.

RESIDENTS OF 62 BORGLUM ROAD (FENCE APPLICATION)

Mr. and Mrs. Karacholies, 62 Borglum Road, presented to the Board their application for a rear Simtek Fence. The rear fence was conditionally approved at the April 11, 2019 BOT meeting pending further review and discussion of material with the Building Inspector. The Board approved the proposed eight foot Simtek fence. In addition, the homeowners agreed to patch the dilapidated rear stockade fence and provide landscaping in front of the Simtek fence on the Borglum Road side.

PAT O’NEIL – 388 PARK AVENUE

Pat O’Neil, architect, presented to the Board the grading plan for the proposed new house at 388 Park Avenue. James Antonelli, Village Engineer, reviewed the application and submitted his comments. The Board reviewed the findings, discussed the grading and approved the proposed plan.

BALLOT ANNOUNCEMENT, ELECTION – MARCH 19, 2019

Mayor DeMento announced the ballot for the election on Tuesday, March 19, 2019: Lawrence Ceriello - Mayor, Antonio D’Angelo – Trustee and Joseph Williams – Trustee.

MPWC KIDS RUN

The board unanimously approved the Munsey Park Woman’s Club Kids Run for Charity on Saturday, June 1, 2019. The race will be from 9:00 am – 10:30 am starting and ending at Polliwog Pond. The fair following the race will also take place at Polliwog Pond.

APPROVE SURVEY WORK FOR ROAD IMPROVEMENT

Trustee Noone stated that the new road project will include Stuart Place, Eakins Road (from Inness Place to Hunt Lane) and Bellows Lane. Trustee Noone asked the Board to approve the land surveying services of Russell H. Lewis Company for the total amount of $24,800. A motion to approve the amount and start the road project was made by Trustee Sabino, Seconded by Mayor DeMento and approved by all.

EXTENET – Re: Public Meeting April 10, 2019

Trustee Sabino announced there will be a public hearing at the next Board meeting on April 10, 2019. ExteNet will be in attendance with expert witnesses to testify before the Board as they are required by law. The Board prepared a FAQs packet and all of the materials submitted by ExteNet are available at Village Hall for public inspection. The FAQs are also posted on the Munsey Park Website. Trustee Sabino encouraged all residents to attend the public hearing.

PSEG

Trustee Ceriello updated the Board on the meeting he had with the leadership team from PSEG on Monday, March 11th regarding the FEMA funded pole replacement project that will affect certain streets in Munsey Park. The Village recently received notification from PSEG, the utility providing electrical service to the Village, that they planning to replace certain utility poles and overhead electrical wires along Manhasset Woods Road (from Northern Blvd to Park Ave.), Park Avenue (from Manhasset Woods Road to Thayer Road), Thayer Road (from Park Avenue to Nassau Avenue) and Nassau Avenue (from Thayer Road to Munsey Place).

PSEG has identified parts of the Village as particularly vulnerable to power outages due to the age and condition of the poles and wires and PSEG has received FEMA grant funds to update these critical components of a reliable electrical grid.

Trustee Ceriello stated that installation of the poles is expected to begin in early April and will entail placement of the new pole as close as possible to the existing pole. Since PSEG is not responsible for moving telephone and cable lines to the new poles, he expects that there will be a period of time while both the old poles and the new poles co-exist. The Village intends to push for removal of the old poles as soon as possible but we will not be able to control the telephone or cable companies schedules. Once all utility lines are transferred to the new poles, the old poles will be removed and the ground restored.

Installation of the new poles will also require some limited tree pruning along the right-of-way. The Village has been fiercely protective of its right-of-way trees and we have received assurances from Asplundh (the tree pruning service engaged by PSEG), that only those tree limbs absolutely requiring pruning or removal will be affected. A member of the Village road team will be present to monitor this work and ensure that the interests of the Village residents are protected. Trustee Ceriello’s report was unanimously approved by the Board.

Deputy Mayor Noone and the entire Board thanked Mayor DeMento for his six years of service to The Village of Munsey Park.

After public comments, Trustee Ceriello made the motion to adopt Local Law #2 – 2019, which was seconded by Trustee Sabino and confirmed by all. 62 BORGLUM ROAD

Ms. Karacholies, 62 Borglum Road, presented to the Board her application for a rear Simtek Fence and an aluminum side fence. Trustee Ceriello stated that a turkey wire side fence with appropriate landscaping would be best for a cohesive aesthetic within the Village. The rear fence was conditionally approved pending further review and discussion of material with the Village Architect, Mr. Anthony DiProperzio.

2019 ROAD PROJECTS

Deputy Mayor Noone stated that there are two sections of Munsey Park that the Village is aiming to resurface. The first road project will be Bellows Lane (between Eakins Road and Manhasset Woods Road), Stuart Place (between Bellows and Hunt Lane), Eakins Road (between Inness Place and Hunt Lane) and Burnham Place. The project includes repaving, curbing and belgian blocks. The second road project will be Kensett Road (beginning of Borglum Road to Trumbull Road). This project includes only resurfacing. The Village Engineer is currently preparing the specifications and Deputy Mayor Noone anticipates bids will be accepted this spring.

EXTENET

Trustee Sabino stated that on February 5, 2019, ExteNet Systems Incorporated submitted a formal application for the placement of a small cell installation for communication purposes within the Village of Munsey Park. At the suggestion of the Village Board, this small node tower will not be placed in front of any home in the Village. It will be located on the triangle of the northwest intersection of Manhasset Woods Road and Park Avenue. The tower will be in the form of a flagpole standing at 50 feet. Trustee Sabino said that this proposal will be subject to the strictest review by the Board of Trustees. He assured residents that this will be dutifully discussed at an upcoming scheduled public hearing where residents will have the opportunity to attend and ask all necessary questions. Trustee Sabino also addressed the compliance report in respect to radio frequency emissions. The Board has researched this issue thoroughly and the placement of these cell towers is strictly a matter of Federal Law. There is little to nothing that local Villages can do to oppose or question the site of these facilities. Federal law does, however, mandate that cell tower contractors (ExteNet) comply with Federal law on the radio frequency emissions. This small cell installation will have a radio frequency emission of less than one percent of the federally allowed limit which is significantly under the safety margin. Trustee Sabino will continue to communicate with the residents of Munsey Park on this matter and in respect to the upcoming public hearing.

ELECTION INSPECTORS

Deputy Mayor Noone announced that Mr. and Mrs. Toole of 289 Crabapple Road and Mr. Peter Caparelli of 74 Parkwoods Road will serve as election inspectors for March 19th election at the rate of $150 for the day. Deputy Noone made a motion to approve the inspectors, seconded by Trustee Ceriello and approved by all.

PARK AVENUE FLOODING

Deputy Mayor Noone discussed the flooding issue on Park Avenue at Waldmann Park. On January 10th Citywide Sewer and Drain Service will clean out the drain and then insert a camera to see the condition of the piping that runs North to South on Park Avenue. The Board will present their findings at the next Board meeting.

ICE SKATING EVENT

The Board is looking into insurance policy guidelines regarding a Village sponsored ice skating event at Copley Pond.

2019 VILLAGE HALL HOLIDAY SCHEDULE

Mayor DeMento read the 2019 Village Hall Holiday Schedule which can be found on the Munsey Park website.

GARBAGE RECYCLING REMINDER

Trustee Ceriello reminded residents that newspaper and cardboard have to be tied up and put in a clear bag in the driveway visible from the street. In addition, metal and glass should be in a recycling can that is either blue or orange. These guidelines are currently on our website and will also be in included in the next VMP newsletter.

EXTENET UPDATE

Trustee Sabino stated that in anticipation of Extenet’s submission of another application, the Village is making a proactive, collaborative effort to work with Extenet on their upcoming proposal. Trustee Sabino will continue to advocate for and inform the residents on the progression of this proposal.

COMMUTER PARKING

Mayor DeMento presented the proposed Section B of Article 1: Traffic and Parking Regulations which would place certain parking restrictions within the Village. After much discussion, Trustee Sabino suggested to deliberate upon this topic further and work towards a closer consensus.

NASSAU COUNTY TAX REASSESSMENT

Trustee D’Angelo stated that Nassau County is in the process of tax reassessment which is an estimate of the fair market value of your home. The Village of Munsey Park adopts Nassau County’s Assessment Roll to calculate the Village Tax Rate. Trustee D’Angelo will keep the Village informed regarding Village taxes as we await the final tax roll from the County.

OFFICIAL CONSIDERATIONS:

RESOLUTION DESIGNATING POLLING PLACE AND HOURS OF POLLS:

Mayor Frank DeMento offered the following resolution and moved for its adoption: WHEREAS, the next General Election for Mayor and 2 Trustees, each for a 2-year term for the Incorporated Village of Munsey Park, will be held on Tuesday, March 19, 2019; and WHEREAS, Section 15-104 (3) (b) of the Election Law of the State of New York states that the Village Board of Trustees must designate by Resolution the polling place in each election district, and the hours during which polls are open; NOW, THEREFORE, BE IT RESOLVED: 1. That the one (1) polling place in the Village of Munsey Park will be in the Village Hall, 1777 Northern Boulevard, Manhasset, New York 11030; and 2. Polls will be open for the General Village Election to be held on Tuesday, March 19, 2019, between the hours of 12 noon and 9:00 pm. AND BE IT FURTHER RESOLVED, that the Village Clerk is authorized to publish a Notice stating the polling place and the hours polls will be open at least sixty (60) days prior to the General Village Election. The foregoing resolution was duly seconded by Trustee Ceriello and unanimously adopted by all present Trustees.

RESOLUTION CONCERNING MODIFICATIONS TO THE 2018-2019 BUDGET:

Upon periodic review of the by Trustee D’Angelo, it was proposed that slight modifications be made to the Budget, having no impact on the overall budget for the current fiscal year. As such a Motion was made by Trustee Sabino to make the appropriate modifications to the budget, the Motion was Seconded by Trustee Noone and unanimously adopted by all present Trustees.

RESOLUTION DESIGNATING CERTAIN VILLAGE OWNED PROPERTY AS PARKLAND:

Trustee Ceriello offered the following resolution and moved for its adoption:

WHEREAS, the Village owns the strip of land bordering the Village to the south along Northern Boulevard and to the east along Port Washington Boulevard; WHEREAS, the property was dedicated to Village upon its formation; WHEREAS, the Board of Trustees has concluded that the formal dedication of this land as parkland is in the best interests of the Village and its residents; THEREFORE, BE IT RESOLVED, that the Village owned property bordering the Village to the south along Northern Boulevard and to the east along Port Washington Boulevard, as heretofore described, be formally designated as parkland; BE IT FURTHER RESOLVED, that the Mayor, Village Clerk Treasurer and/or the Village Attorney are hereby authorized and directed to execute any and all necessary documents to effectuate the Resolution herein; The foregoing resolution was duly seconded by Trustee D’Angelo and unanimously adopted by all present Trustees.

PROPOSAL OF A LOCAL LAW AMENDING SECTION 200-24(C) OF THE VILLAGE CODE: “PROHIBITED USES” IN THE BUSINESS DISTRICT OF THE INCORPORATED VILLAGE OF MUNSEY PARK.

Trustee Ceriello proposed an amendment to Section 200-24(C) of the Village Code to include as a ‘Prohibited Use’, the following: The fabricating, manufacturing, growing, cultivating, displaying for retail or wholesale, dispensing, or the selling of marijuana, marijuana-related products, or any products containing cannabis (whether naturally occurring or manufactured) or containing tetrahydrocannabinol or derivatives thereof (whether naturally occurring or manufactured), whether for medicinal use or other use, and/or the paraphernalia that facilitates the use or consumption of marijuana and/or marijuana-related products. A Public Hearing and Vote on the Proposed law, known as proposed Local Law 2-2018, will be held at the next regularly scheduled Meeting of the Board of Trustees on December 12, 2018. Notice of the Public hearing on Proposed Local Law 2-2018, will be published in the official paper of the Village no less than 7 days prior to the Public Hearing in accordance with Section 21-2100 of the Village Law.

RESOLUTION DESIGNATING NOVEMBER 23rd AS ARBOR DAY IN THE VILLAGE:

Trustee Ceriello: As part of the Village’s recertification by the Arbor Day Foundation as a Tree City USA Village, a motion was made to Designate November 23rd , 2018, as Arbor Day in the Incorporated Village of Munsey Park and proposed as follows: NOW THEREFORE, BE IT RESOLVED, that the Board of Trustees of the Incorporated Village of Munsey Park hereby proclaims November 23rd as Arbor Day in the Incorporated Village of Munsey Park. The Forgoing Resolution was moved by Mayor DeMento, Seconded by Trustee Ceriello and was unanimously adopted by all present Trustees. Trustee Ceriello read the Proclamation declaring November 23rd Arbor Day in the Incorporated Village of Munsey Park.

TREE REPORT: Trustee Lawrence Ceriello:

Trustee Ceriello reported to the Board and the residents in attendance on the ongoing efforts to maintain and replace trees within the Village, specifically along Park Avenue and Manhasset Woods Road. Trustee Ceriello further informed the Board and Residents in attendance that approximately 2000 daffodil bulbs have been planted along Park Avenue and installation of lighting on the bridge arches being planned.

STATUS OF REQUEST FOR CELLULAR NODE PLACEMENT WITHIN THE VILLAGE: Trustee Sabino:

Trustee Sabino updated the Board and the residents in attendance as to the status of Extenet’s request to place a cellular node within the Village. While no formal application has been filed, representatives of Extenet have approached the Village concerning a desire to install a cellular node with in the Village. Discussions are ongoing, and the Village will keep the residents informed concerning any developments or the filing of an application.

STREET PARKING / TRAFFIC: Mayor DeMento

Mayor Demento updated the residents in attendance concerning the Board’s ongoing efforts to address traffic concerns and commuter parking in the Village. The Board continues to explore possible remedial measures and the Mayor expects a further update at the December Meeting.

TREE LIGHTING CEREMONY: Trustee Noone:

Deputy Mayor Noone relayed the specifics of the Village’s tree lighting ceremony which is being held by the Village, in conjunction with the Munsey Park Women’s Club, on December 2, 2018. The ceremony will start at 5:30pm at Waldmann Memorial Park with hot chocolates, treats and carolers and the festivities will move to Copley Park for the tree lighting at 6:00pm and the much-anticipated arrival of Santa at approximately 6:15pm. All residents are encouraged to attend.There will be some parking restrictions in effect on the date of the event. In the event of unfavorable weather, the rain date for the event is December 9, 2018.

JUSTICE REPORT for September was submitted and stated revenues in the total amount of $7,027.00.

POLICE REPORT for September 2018 was submitted and stated occurrences for Burglary Residence, Burglary Business, Robbery, Larceny Auto, and Criminal Mischief were none. Larceny (other than auto) were one incident. There were a total of 72 moving violations and 1 parking violation.

BUILDING REPORT for July 1, 2018 to October 9, 2018 was submitted and stated permit fees collected in the total amount of $52,010 with a total project value of $1,950,675.

INTRODUCTION OF NEW HIRE

Deputy Mayor Noone introduced the Village’s new hire Munsey Park resident Ted Boutzalis. Deputy Mayor Noone made a motion to hire Ted Boutzalis at the salary of $40,000 a year, seconded by Anthony M. Sabino and confirmed by all.

HUNT/EARLE/MORSE ROAD PROJECT

Deputy Mayor Noone reported that the Village is continuing to address the infrastructure needs of the Village, focusing on the worst rated roads. The Village received numerous bids for this project and called a special project meeting on October 2nd to select a contractor. The Village selected United Paving as the lowest responsible bidder at $118.750. The project consists of miling the road, repairing the concrete base and repaving the road with asphalt. It is expected that construction will begin sometime in November.

NORTHERN BOULEVARD MARIJUANA DISPENSARY

Deputy Mayor Noone discussed the recent proposed medical marijuana dispensary at 1575 Northern Boulevard, in the current location of the Sleep by Number Store. Deputy Mayor Noone explained that although this is not in our Village, Mayor DeMento has reached out to the New York State Department of Health, Richard Nicolello, Dina DiGiorgio, Elaine Philips, Judi Bosworth and Anna Kaplan so they can provide assistance advocating for Munsey Park residents against this location. Deputy Mayor Noone said the BOT will continue to follow this matter closely and provide pressure on our State Representatives. She concluded by urging residents to reach out to Judi Bosworth’s office to convey any concerns.

VILLAGE TREE LIGHTING/LIGHT THE NIGHT

In the past, the Munsey Park Woman’s Club (MPWC) has conducted an evening called Light the Night. Light the Night is an evening typically in December when residents purchase a light kit to put in front of their homes for charity. Greg LiCalzi presented to the Board his idea to bring back a Munsey Park Village Tree Lighting in conjunction with the annual Light the Night. This event will take place on Sunday, December 2nd with a raindate the following Sunday. Munsey Park is happy to co-sponsor this event which will include a coat drive, Light the Night, Caroling by the Boy Scouts, hot chocolate, games and the tree lighting (location to be determined).

HALLOWEEN

The Village will provide assistance with parking and directing traffic to accommodate the influx of trick-or-treaters on Ryder Road. In addition, we reached out to the 3rd precinct to provide additional patrol and safety.

CAR AND HOME SAFETY

Trustee D’Angelo stated that there has been some robberies in our Village and he advised residents to be vigilant. He encouraged residents to attend a town hall meeting hosted by the Nassau County Police Department on October 26th from 7pm to 9 pm at Shelter Rock School.

NYS REQUIREMENTS FOR SEXUAL HARASSMENT POLICY

Village Attorney, Mr. Morici, stated that on October 1, 2018, Governor Cuomo mandated a law that all employers must set a policy regarding sexual harassment prevention. Trustee Sabino made a motion to adopt the new State mandated sexual harassment policy, seconded by Deputy Mayor Noone and confirmed by all.

EMERGENCY MANAGEMENT

Trustee Sabino attended the Port Washington/Manhasset Office of Emergency Management (PWMOEM) on October 4th. Currently we have an inter-municipal agreement with the TONH updated on November 2017. We also have two mutual aid agreements with neighboring villages with no expiration date. Trustee Sabino will continue to work on the Village’s Comprehensive Emergency Management Plan (CEMP).

Deputy Mayor Noone reported that five bids have been received by the Village and reviewed by James Antonelli, Village Engineer. Mr. Antonelli’s recommendation is to hire the lowest and responsible bidder, United Paving. United Paving’s bid was $118,750 and they are willing to negotiate that price.

Deputy Mayor Noone made a motion to approve United Paving for the road construction work, which was seconded by Trustee Sabino and confirmed by all.

Trustee Sabino made a second motion to authorize the Village Engineer to enter into negotiations with United Paving in regard to respective pricing. The Village Engineer will exercise his best efforts to obtain a better price to complete this job. Motion was seconded by Deputy Mayor Noone and confirmed by all.

EXTENET

Mr. Morici, Village Attorney, explained to the Board that Extenet applied for a special use permit to install a cell node on Manhasset Woods Road, north of Park Avenue. Extenet then sued the Village to toll the statute of limitations on completing the application. Subsequently, Extenet withdrew their application and voluntarily discontinued the lawsuit against the Village.

BUDGET- FIRST QUARTER REPORT

Trustee D’Angelo explained that currently the Village is getting close to concluding our audit for the year ending May 31, 2018. In addition, we are on budget for the first quarter (June 1, 2018 – August 31, 2018).

ROAD UPDATE

Deputy Mayor Noone updated residents on the Hawthorne /Eakins Road Project which was completed over the summer. The Village’s engineer, James Antonelli, will be assessing the remaining “red” roads as depicted on the road rating map and from there will decide the next project. The Village is anticipating tackling another road project in the fall and is working on a three to five year road plan with the Village engineer.

NO PARKING SIGNS

The Village has installed signs at all three entrances that prohibit commuter parking. These signs will allow the Village to enforce commuter parking laws while alleviating placement of signs on homeowner’s property.

NO SOLICITATION LIST

Deputy Mayor Noone explained that various organizations have been soliciting Village residents asking for their support or contributing to a certain cause. In response, the Village is creating a Do Not Solicit List. Residents can call Village Hall and be placed on this list which will prohibit solicitors from approaching your home.

PWM OEM MEETING

Trustee Sabino will be attending The PWM OEM meeting in October. Local Villages on the Northern peninsula along with the Town of North Hempstead have joined together to form the Port Washington Manhasset Office of Emergency Management to better plan for and coordinate their response to an emergency. Trustee Sabino will report back to the Board on developments to assure that our Village is prepared if an emergency should arise.

JUSTICE REPORT for May 2018 was submitted and stated revenues in the total amount of $6,074.  

POLICE REPORT for May 2018 was submitted and stated occurrences for Aided Cases (11), Burglary Residence (0), Burglary Business (0), Robbery (0), Larceny Auto (1), Larceny incidents (1) and Criminal Mischief (0).  There were a total of 46 moving violations and 21 parking violations. 

BUILDING REPORT for June 1, 2017 to June 11, 2018 was submitted and stated permit fees collected in the total amount of $260,517.43 with a total project value of $8,589,825

Road Update

Deputy Mayor Noone presented an update on the North Eakins and Hawthorne road improvement project.  The BOT selected United Paving at a special board meeting at the end of May.  United will be providing us with a start date for construction by next week.  The Village sent a notification of construction letter to all affected residents.  Residents on North Eakins and Hawthorne will also receive an expedited permit process from Village Hall for any driveway and apron upgrades.

Street Sweeping and Gutter Cleaning
 

Deputy Mayor Noone informed the BOT that gutter cleaning will commence this week.  In addition, street sweeping is scheduled to take place on June 25th.
 

VMP and MPWC Family Movie Night – June 25th

The Village of Munsey Park and The Munsey Park Woman’s Club (MPWC) will be co-sponsoring Family Movie Night on June 25th.  MPWC selected the movie Goonies and it will begin at sundown (8:30 pm).  MPWC will be sending out invitations to their members and the Village will also be advertising the event.  All residents are welcome to attend.  Popcorn will be served.

Village Taxes Due July 2, 2018

Trustee D’Angelo announced that Village Tax invoices were mailed to MP residents and are due by Monday, July 2nd.

Road Repair Hathorne/Eakins

Deputy Mayor Noone reported that five bids have been received and reviewed by Jim Antonelli, Village Engineer, and his recommendation is to hire the lowest and responsible bidder, United Paving.  United Paving’s bid was $249, 075 and they are willing to continue to negotiate that price.  Deputy Mayor Noone added that all residents affected by construction on these streets will be directly notified by the Village regarding the timing of the project, the various upgrade options available and other restrictions that will occur while construction is underway.

Deputy Mayor Noone made a motion to approve United Paving for the road construction work, which was seconded by Trustee Sabino and confirmed by all.

POLICE REPORT for April 2018 was submitted and stated occurrences for Burglary Residence, Burglary Business, Robbery, Larceny Auto, 2 Larceny incidents (other than auto) and Criminal Mischief were none.  There were a total of 35 moving violations and 14 parking violations. 

BUILDING REPORT for June 1, 2017 to April 30, 2018 was submitted and stated permit fees collected in the total amount of $241,497.75 with a total project value of $7,839,070.

Memorial Day Ceremony

Munsey Park resident, Greg LiCalzi Jr., spoke to the Board about his idea to have a Memorial Day ceremony at Waldmann Park.  Mr. LiCalzi, who lost his brother Mike to the Iraq War, wanted to honor all of the fallen soldiers and particularly those who lived in Munsey Park.  The Park was named after Lt. George Waldmann, who in 1943, was the first resident of Munsey Park to die at war.  The ceremony will take place on Monday, May 28, at Waldmann Park at 9 am.  Deputy Mayor Noone spoke for the entire Board to express the Village’s support of Mr. LiCalzi and will help facilitate his efforts.

Village Entry-Way Beautification Update

Deputy Mayor Noone read an update from Trustee Ceriello regarding the Village Entry-Way Beautification project.  The Manhasset Woods Road/Northern Boulevard, Park Avenue and  Copley Road entrances will be revamped and the Port Washington Boulevard entrance will be groomed within the next two weeks.  During that time, the Village will also be planting 18 Right Of Way (ROW) trees.  Homeowners who are interested in the fall planting should contact the Village and they will be placed on a priority list along with those residents who indicated an interest, but did not get a tree for the spring 2018 planting.

Speed Limit and Safety Update

Trustee D’Angelo stated that the Village has been calling respective businesses to let them know the regulations regarding commercial vehicle traffic in our neighborhood.  In addition, we are also working with the police department on enforcement.

Road Update Hawthorne/Eakins

Trustee Noone stated that the Village received four bids for the road work.  Our engineer, Jim Antonelli, is going to review the bids and submit an analysis.  In an effort to move the project forward, the Board will hold a special meeting on May 22 to discuss the road bids and vote on a contractor.

POLICE REPORT for February 2018 was submitted and stated occurrences for Burglary Residence, Burglary Business, Robbery, Larceny Auto, Larceny (other than auto) and Criminal Mischief were none.  There were a total of 38 moving violations and 12 parking violations. 

BUILDING REPORT for June 1, 2017 to April 5, 2018 was submitted and stated permit fees collected in the total amount of $229,326.75 with a total project value of $7,224.960.
 

The Mayor administered the Oath of Office to Anthony M. Sabino and Jennifer Noone, who were elected in the Village’s annual election on March 20, 2018.  Trustee D’Angelo was also sworn in again for the vacant trustee seat for the 2018-2019 official year.

Mayor DeMento moved into the annual meeting by reading the following appointments and resolutions:

The Mayor reported that the Oath of Office had been taken by following, elected in the Village’s annual election on March 20, 2018:

The Mayor further announced the appointment of Antonio D’Angelo, to the vacant Trustee seat for the 2018-2019 Official Year.

The following Resolution was proposed:

    BE IT RESOLVED, that the Mayor and the Board of Trustees serve without compensation for the current fiscal year, and

    BE IT FURTHER RESOLVED, that pursuant to §4-400 of the Village Law of the State of New York, The Board of Trustees approves the following appointments by the Mayor:

TARA GIBBONS, be re-appointed VILLAGE CLERK/TREASURER for a term of two (2) years, expiring on the first Monday of April 2020;

MAUREEN MCLEAN, be re-appointed DEPUTY CLERK for a term of one (1) year, expiring on the first Monday of April 2019;

ANTHONY DiPROPERZIO, be re-appointed BUILDING INSPECTOR, for a term of one (1) year, expiring on the first Monday of April 2019;

PATRICIA MILLER, be re-appointed ACTING VILLAGE JUSTICE, for a term of one (1) year, expiring on the first Monday of April 2019;

    BE IT FURTHER RESOLVED, that the firm of SATTY, LEVINE & CIACCO, CPA’s, be re-appointed to provide accounting services and the Village’s annual audit, for a term of one (1) year, expiring on the first Monday of April 2019;

    BE IT FURTHER RESOLVED, that the MANHASSET PRESS, a newspaper published in Manhasset, Town of North Hempstead, New York, be and hereby is designated as OFFICIAL NEWSPAPER of the Incorporated Village of Munsey Park for the official year ending on the first Monday of April 2019, pursuant to §4-412 of the Village Law of the State of New York; and

    BE IT FURTHER RESOLVED, that the Investment Policy is updated to reflect that the First National Bank of Long Island will remain the Village’s Official Bank;

BE IT FURTHER RESOLVED, that the First National Bank of Long Island is hereby designated as the OFFICIAL DEPOSITORY for the current official year and that the Clerk/Treasurer be authorized to deposit funds as outlined in the Investment Policy adopted by the Board of Trustees on January 14, 1987 and amended June 12, 1996; and 

    BE IT FURTHER RESOLVED, that the Accounting Policy that all bills are reviewed by the Mayor and all accounting entries are reviewed by Robert Kordic, of ALBRECHT, VIGGIANO, ZURECK & CO., P.C., Certified Public Accountants, for any adjustments and reconciliation;

    BE IT FURTHER RESOLVED, that all meetings of the Village Board of Trustees shall begin at 7:30p.m.; and
    
    BE IT FURTHER RESOLVED, that the Meeting dates for the forthcoming Official Year are as follows:

    BE IT FURTHER RESOLVED, that the Board of Trustees has determined that attendance by certain municipal officers and employees at one or more meetings during the coming official year will benefit the municipality and the Clerk/Treasurer or Deputy Clerk/Court Clerk be, and hereby is authorized to attend the regular meetings of their respective State, county and local associations; and 

    BE IT FURTHER RESOLVED, that the member of the Zoning Board of Appeals, the Mayor and the Board of Trustees are authorized to attend any training schools as required or deemed appropriate;
    
    BE IT FURTHER RESOLVED, that the Village Justice and Acting Village Justice are authorized to attend State or County continuing Judicial Education Programs; and 

    BE IT FURTHER RESOLVED, that the Building Inspector is authorized to attend the annual State Building Officials Conference; and

    BE IT FURTHER RESOLVED, that the Board of Trustees shall approve reimbursement to such officers or employees for actual expenses and/or for mileage at the rate per mile set by the Internal Revenue Service for travel in their personal automobiles to these meetings, schools and conferences;

BE IT FURTHER RESOLVED, Pursuant to §4-400 of the Village Law of the State of New York, Mayor Frank DeMento, hereby appoints Jennifer Noone as Deputy Mayor for the upcoming official year.

Final Budget 

Trustee D’Angelo presented the final budget for the fiscal year ended May 31, 2019.  He informed the Board that the final budget will be available on the Village website on April 11, 2018.  Motion to adopt that budget made by Trustee Noone, seconded by Trustee Sabino and approved by all.

SCA Fair Approval

Mayor DeMento read a letter sent by SCA Fair Chairperson, Annie Young, requesting the Village’s assistance with parking signs.  The SCA Fair is May 5, 2018 from 9 AM to 5 PM at Munsey Park School.

Commercial Traffic in Village

On April 2, 2018, Mr. Kennedy, wrote an email to the Board of Trustees to express his concerns over increased construction traffic on Manhasset Woods Road.  Mr. Kennedy attended the April 10th meeting and briefly summarized the on-going issue with construction traffic from Northern Boulevard to Manhasset Woods Road.  The Board agreed that this is a concern for the Village and will look further into the matter.  The Board will present their findings to Mr. Kennedy at the next meeting.
