MINUTES OF THE REGULAR MEETING

The meeting was called to Order by Mayor Frank DeMento at 7:47 pm. The meeting was opened with the reciting of the Pledge of Allegiance, led by the Board of Trustees.
JUSTICE REPORT: The Monthly Justice Report for October 2018 was presented by Trustee Sabino stating total fines assessed in the amount of $14,532.00.
POLICE REPORT: The Police Report for September 2018 was presented by Trustee Sabino, stating 3 Motor Vehicle Collisions (all at the intersection of Norther Boulevard and Port Washington Boulevard), 4 aided cases, 1 Burglary-Residence (September 1, 2018), no Burglary - Business, no Robberies, 1 Larceny-Auto incident, 3 Larceny (other than auto) incidents, no Criminal Mischief incidents and a total of 103 summonses (90 movers, 13 Parkers).
BUILDING REPORT: The Building Report was presented by Trustee Sabino, stating that between July 1, 2018 and November 9/2018, a total of 59 permits have been issued totaling $58,685 in Building Permit Fees.
OFFICIAL CONSIDERATIONS:
RESOLUTION DESIGNATING POLLING PLACE AND HOURS OF POLLS:
Mayor Frank DeMento offered the following resolution and moved for its adoption: WHEREAS, the next General Election for Mayor and 2 Trustees, each for a 2-year term for the Incorporated Village of Munsey Park, will be held on Tuesday, March 19, 2019; and WHEREAS, Section 15-104 (3) (b) of the Election Law of the State of New York states that the Village Board of Trustees must designate by Resolution the polling place in each election district, and the hours during which polls are open; NOW, THEREFORE, BE IT RESOLVED: 1. That the one (1) polling place in the Village of Munsey Park will be in the Village Hall, 1777 Northern Boulevard, Manhasset, New York 11030; and 2. Polls will be open for the General Village Election to be held on Tuesday, March 19, 2019, between the hours of 12 noon and 9:00 pm. AND BE IT FURTHER RESOLVED, that the Village Clerk is authorized to publish a Notice stating the polling place and the hours polls will be open at least sixty (60) days prior to the General Village Election. The foregoing resolution was duly seconded by Trustee Ceriello and unanimously adopted by all present Trustees.
RESOLUTION CONCERNING MODIFICATIONS TO THE 2018-2019 BUDGET:
Upon periodic review of the by Trustee D’Angelo, it was proposed that slight modifications be made to the Budget, having no impact on the overall budget for the current fiscal year. As such a Motion was made by Trustee Sabino to make the appropriate modifications to the budget, the Motion was Seconded by Trustee Noone and unanimously adopted by all present Trustees.
RESOLUTION DESIGNATING CERTAIN VILLAGE OWNED PROPERTY AS PARKLAND:
Trustee Ceriello offered the following resolution and moved for its adoption:
WHEREAS, the Village owns the strip of land bordering the Village to the south along Northern Boulevard and to the east along Port Washington Boulevard; WHEREAS, the property was dedicated to Village upon its formation; WHEREAS, the Board of Trustees has concluded that the formal dedication of this land as parkland is in the best interests of the Village and its residents; THEREFORE, BE IT RESOLVED, that the Village owned property bordering the Village to the south along Northern Boulevard and to the east along Port Washington Boulevard, as heretofore described, be formally designated as parkland; BE IT FURTHER RESOLVED, that the Mayor, Village Clerk Treasurer and/or the Village Attorney are hereby authorized and directed to execute any and all necessary documents to effectuate the Resolution herein; The foregoing resolution was duly seconded by Trustee D’Angelo and unanimously adopted by all present Trustees.
PROPOSAL OF A LOCAL LAW AMENDING SECTION 200-24(C) OF THE VILLAGE CODE: “PROHIBITED USES” IN THE BUSINESS DISTRICT OF THE INCORPORATED VILLAGE OF MUNSEY PARK.
Trustee Ceriello proposed an amendment to Section 200-24(C) of the Village Code to include as a ‘Prohibited Use’, the following: The fabricating, manufacturing, growing, cultivating, displaying for retail or wholesale, dispensing, or the selling of marijuana, marijuana-related products, or any products containing cannabis (whether naturally occurring or manufactured) or containing tetrahydrocannabinol or derivatives thereof (whether naturally occurring or manufactured), whether for medicinal use or other use, and/or the paraphernalia that facilitates the use or consumption of marijuana and/or marijuana-related products. A Public Hearing and Vote on the Proposed law, known as proposed Local Law 2-2018, will be held at the next regularly scheduled Meeting of the Board of Trustees on December 12, 2018. Notice of the Public hearing on Proposed Local Law 2-2018, will be published in the official paper of the Village no less than 7 days prior to the Public Hearing in accordance with Section 21-2100 of the Village Law.
RESOLUTION DESIGNATING NOVEMBER 23rd AS ARBOR DAY IN THE VILLAGE:
Trustee Ceriello: As part of the Village’s recertification by the Arbor Day Foundation as a Tree City USA Village, a motion was made to Designate November 23rd , 2018, as Arbor Day in the Incorporated Village of Munsey Park and proposed as follows: NOW THEREFORE, BE IT RESOLVED, that the Board of Trustees of the Incorporated Village of Munsey Park hereby proclaims November 23rd as Arbor Day in the Incorporated Village of Munsey Park. The Forgoing Resolution was moved by Mayor DeMento, Seconded by Trustee Ceriello and was unanimously adopted by all present Trustees. Trustee Ceriello read the Proclamation declaring November 23rd Arbor Day in the Incorporated Village of Munsey Park.
TREE REPORT: Trustee Lawrence Ceriello:
Trustee Ceriello reported to the Board and the residents in attendance on the ongoing efforts to maintain and replace trees within the Village, specifically along Park Avenue and Manhasset Woods Road. Trustee Ceriello further informed the Board and Residents in attendance that approximately 2000 daffodil bulbs have been planted along Park Avenue and installation of lighting on the bridge arches being planned.
STATUS OF REQUEST FOR CELLULAR NODE PLACEMENT WITHIN THE VILLAGE: Trustee Sabino:
Trustee Sabino updated the Board and the residents in attendance as to the status of Extenet’s request to place a cellular node within the Village. While no formal application has been filed, representatives of Extenet have approached the Village concerning a desire to install a cellular node with in the Village. Discussions are ongoing, and the Village will keep the residents informed concerning any developments or the filing of an application.
STREET PARKING / TRAFFIC: Mayor DeMento
Mayor Demento updated the residents in attendance concerning the Board’s ongoing efforts to address traffic concerns and commuter parking in the Village. The Board continues to explore possible remedial measures and the Mayor expects a further update at the December Meeting.
TREE LIGHTING CEREMONY: Trustee Noone:
Deputy Mayor Noone relayed the specifics of the Village’s tree lighting ceremony which is being held by the Village, in conjunction with the Munsey Park Women’s Club, on December 2, 2018. The ceremony will start at 5:30pm at Waldmann Memorial Park with hot chocolates, treats and carolers and the festivities will move to Copley Park for the tree lighting at 6:00pm and the much-anticipated arrival of Santa at approximately 6:15pm. All residents are encouraged to attend.There will be some parking restrictions in effect on the date of the event. In the event of unfavorable weather, the rain date for the event is December 9, 2018.

Melissa Reali of Kensett Road thanked the Board and Village staff for the smooth and speedy process on her building permit.
Jessica Parks of the Manhasset Times informed the Board thanked the Board for their demeanor and cooperation during her time covering the Village for the Manhasset Times.
A Motion to close the meeting was made by Mayor Demento, Seconded by Deputy Mayor Noone and unanimously approved. The meeting was adjourned at 8:16pm.
