MINUTES OF THE REGULAR MEETING 

OF THE BOARD OF TRUSTEES 

held on Wednesday, November 13, 2024 at 7:30 PM

Mayor Ceriello led the Board and guests in the Pledge of Allegiance. 

A Motion to open the Public Meeting was made by Mayor Ceriello, seconded by Trustee LiCalzi and approved by all. The Meeting was called to Order by Mayor Ceriello at 7:45 p.m.

 

MINUTES 

A motion to approve the minutes for the October 9th, 2024, Board of Trustees meeting was made by Trustee Williams & seconded by Mayor Ceriello and unanimously approved. 

 

PUBLIC HEARING – Local Law 16-2024

 MAYOR CERIELLO:  I'll move to open the meeting of the Board of Trustees.  Who will second?

 TRUSTEE IM:  Second.

 MAYOR CERIELLO:  Regina seconds.  All in favor?

 [A chorus of ayes.]

MAYOR CERIELLO:  We have the minutes from the prior meeting.  Any comments? changes? corrections?

[A chorus of nos.]

MAYOR CERIELLO:  No?  A motion to approve those minutes?

TRUSTEE WILLIAMS:  Motion.

MAYOR CERIELLO:  Joe moves. I'll second. All in favor?

[A chorus of ayes.]

MAYOR CERIELLO:  Okay.  We're gonna move over to Local Law.  So Paul, guide me through the process.

MR. PEPPER:  Sure.  At this point, if we can have a motion to open the public hearing for consideration of Local Law 16 of 2024.  Is there a motion on the floor to open the public hearing?

 MAYOR CERIELLO:  I'll move.

 MR. PEPPER:  And do we have a second?

TRUSTEE IM:  Second.

MR. PEPPER:  All in favor of opening the public hearing?

[A chorus of ayes.]

MR. PEPPER:  We are now open.

MAYOR CERIELLO:  Okay.  Any public comment?  Drew?

MR. MILLER:  No.

MAYOR CERIELLO:  No?  All right.  Do I need to summarize what the law is?

MR. PEPPER:  I mean, it was previously noticed.  It's a -- it's a-- you know, if you want, it's a Local Law.  The title is "Local Law Repealing Article II of Chapter 50 of the Village Code Entitled 'Term Limits for Mayor.'"

MAYOR CERIELLO:  Any narrative appropriate here?

MR. PEPPER:  I don't think it's necessary.  It's -- it's been provided on due notice.  This is a continued public hearing from the last meeting.  If there's any discussion or if you'd like to -- a copy of the Local Law will be taken into the minutes.

MAYOR CERIELLO:  Okay.  Okay.

Let's just go off the record for this discussion.

[Whereupon, an off-the-record discussion was held at this time.]

MR. PEPPER:  So with there being no public comment, we could take a vote.  Is there a motion on the floor?

TRUSTEE LICALZI:  I make a motion.

MR. PEPPER:  Okay.  Is that a motion to approve the --

TRUSTEE LICALZI:  Motion to approve, right?  Yes.

 MR. PEPPER:  Okay.  Motion to adopt the Local Law --

TRUSTEE LICALZI:  Yeah.

MR. PEPPER:  -- 16 of 2024 by

Trustee Licalzi.

Could I have a second?

TRUSTEE IM:  Second.

MR. PEPPER:  By Regina.  Or

Trustee Im, I should say.

And all in favor?

[A chorus of ayes.]

MR. PEPPER:  Thank you.  With unanimous approval, adopting Local Law 16-2024.   We can have a motion to close the public hearing.

MAYOR CERIELLO:  Yes.  Motion to close.

MR. PEPPER:  Motion by the Mayor.

TRUSTEE LICALZI:  Second.

 MR. PEPPER:  Second, Trustee LiCalzi.

 PUBLIC HEARING MINUTES   And all in favor?   [A chorus of ayes.]   MR. PEPPER:  Okay.  That will close the public hearing.   [TIME NOTED:  7:58 P.M.]

 

MAYOR’S REPORT  

The Mayor advised that the Village is exploring digitizing property records and he and the Clerk have had several meetings concerning both the logistics, cost and implementation of the same.

  

PUBLIC SAFETY REPORT 

There was no updated Public Safety Report.

NEW BUSINESS  

The Appeal of Mr. & Mrs. Lind of 64 Thayer, appealing a decision of the BAC denying their proposed choice of color for the material and the railing style for their rear yard patio.  The Applicants appeared in support of their application and no party appeared in opposition. After discussion, a motion to grant the Appeal of Mr. & Mrs. Lind was made by Mayor Ceriello and seconded by Trustee Im and unanimously approved.

 

PUBLIC COMMENT:

A Motion to close the Board of Trustees Public Meeting was made by Mayor Ceriello seconded by Trustee Im and unanimously approved at 8:10 p.m.
