Mayor Ceriello led the Board in the Pledge of Allegiance.

A Motion to Open the Public Meeting was made by Trustee Im, Seconded by Deputy Mayor D’Angelo and called to Order by Mayor Ceriello at 7:36 pm and approved by all.

 

MINUTES

A motion to approve the minutes for the March 3, 2022 Board of Trustees meeting was made by Deputy Mayor D’Angelo, Seconded by Trustee Im and approved by all.

Mayor Ceriello administered the Oath of Office to newly elected Trustee Im, Trustee LiCalzi and Village Justice Honorable Judge Turano.

YENICAG – 315 MANHASSET WOODS ROAD

NEW BUSINESS – BOARD OF TRUSTEES

PULEO- 51 KENSETT ROAD

Valentina Puleo from 51 Kensett Road, came before the Board with an application to replace an existing concrete retaining wall with a segmental block retaining wall.  The proposed retaining wall will be located in the same location as existing.  After much discussion, the Mayor announced that the approval for the retaining wall will be granted contingent upon Tony DiProperzio’s (Building Code Enforcer) findings to the following questions:

  • Is the wall set back from the property line according to the code?

  • Does the wall on the far side need to be screened with landscaping?

  • Is the materials/method of construction approved according to code?

 Mayor Ceriello concluded that once these questions have been answered and addressed the permit will be issued.

MANNINO – 353 PARK AVENUE

Calogero Mannino from 353 Park Avenue, came before the Board with an application to install a rear yard fence with gates.  According to Code 200-37 It shall be unlawful to construct a fence in the Village of Munsey Park except that in certain cases of hardship.  In this case, a hard ship was not proven and the code remains.  The Board unanimously denied the applications as follows:

 The Board suggested that the homeowner should return to the next BOT meeting with a completely new building permit application to install chicken wire to the sides of the rear yard with side gates.

ANNUAL MEETING

Mayor Ceriello moves into the annual meeting by reading the following appointments and resolutions:

BE IT FURTHER RESOLVED, that pursuant to §4-400 of the Village Law of the State of New York, The Board of Trustees approves the following appointments by the Mayor:

TARA GIBBONS, be re-appointed VILLAGE CLERK/TREASURER for a term of (2) years, expiring on the first Monday of April 2024;

MAUREEN MCLEAN, be re-appointed DEPUTY CLERK for a term of one (1) year, expiring on the first Monday of April 2023;

ANTHONY DiPROPERZIO, be re-appointed CODE ENFOPRCEMENT OFFICER, for a term of one (1) year, expiring on the first Monday of April 2023;

PATRICIA MILLER, be re-appointed ACTING VILLAGE JUSTICE, for a term of one (1) year, expiring on the first Monday of April 2023;

ROBERT MORICI, Morici & Morici, LLP, be re-appointed VILLAGE ATTORNEY for a term of one (1) year, expiring on the first Monday of April 2023;

MAIMIE FULGIERI, be re-appointed VILLAGE PROSECUTOR for a term of one (1) year, expiring on the first Monday of April 2023;

JAMES ANTONELLI, be re-appointed VILLAGE ENGINEER for a term of one (1) year, expiring the first Monday of April 2023;

PETER ALBINSKI, be re-appointed for a term of one (1) year, expiring the first Monday of April 2023;

JOANIE TOTH – CHAIRPERSON, PETER ALBINSKI, DANIELLE KAUL, KATHERINE PROKOP, KELLY TURTURRO, be re-appointed to the VILLAGE BUILDING ADVISORY COMMITTEE (BAC) for a one (1) year, Expiring the first Monday of April 2023.

ROBERT FARRER AND MATHEW FULGIEI be appointed to the BOARD OF ZONING & APPEALS (BZA) for a five (5) year, Expiring the first Monday of April 2027.   (Current appointments for the BZA include:  JOSEPH RUSSO – CHAIRPERSON expiring 2025, DIMITRI NIKAS expiring 2024 and TARA KIRKWOOD expiring April 2026).

BE IT FURTHER RESOLVED, that the firm of SATTY, LEVINE & CIACCO, CPA’s, be re-appointed to provide accounting services and the Village’s annual audit, for a term of one (1) year, expiring on the first Monday of April 2023;

BE IT FURTHER RESOLVED, that the MANHASSET PRESS, a newspaper published in Manhasset, Town of North Hempstead, New York, be and hereby is designated as OFFICIAL NEWSPAPER of the Incorporated Village of Munsey Park for the official year ending on the first Monday of April 2023, pursuant to §4-412 of the Village Law of the State of New York; and

BE IT FURTHER RESOLVED, that the Investment Policy is updated to reflect that the First National Bank of Long Island will remain the Village’s Official Bank;

BE IT FURTHER RESOLVED, that the First National Bank of Long Island is hereby designated as the OFFICIAL DEPOSITORY for the current official year and that the Clerk/Treasurer be authorized to deposit funds as outlined in the Investment Policy adopted by the Board of Trustees on January 14, 1987 and amended June 12, 1996; and

BE IT FURTHER RESOLVED, that the Accounting Policy that all bills are reviewed by Deputy Mayor Antonio D’Angelo and all accounting entries are reviewed by Vito Belcastro, of Cullen & Danowski, LLP., Certified Public Accountants, for any adjustments and reconciliation;

BE IT FURTHER RESOLVED, that all meetings of the Village Board of Trustees shall begin at 7:30p.m.; and

BE IT FURTHER RESOLVED, that the Meeting dates for the forthcoming Official Year are as follows:

·         May 11, 2022

·         June 8,2022

·         July 13, 2022

·         August – No Meeting

·         September 14,2022

·         October 12, 2022

·         November 9, 2022

·         December 14, 2022

·         January 10, 2023

·         February 8, 2023

·         March 8, 2023

BE IT FURTHER RESOLVED, that the Board of Zoning & Appeals (BZA) meetings shall be held as needed on the Third Monday of the month and begin at 7:00p.m.;

BE IT FURTHER RESOLVED, that the Board of Trustees has determined that attendance by certain municipal officers and employees at one or more meetings during the coming official year will benefit the municipality and the Clerk/Treasurer or Deputy Clerk/Court Clerk be, and hereby is authorized to attend the regular meetings of their respective State, county and local associations; and

BE IT FURTHER RESOLVED, that the member of the Zoning Board of Appeals, the Mayor and the Board of Trustees are authorized to attend any training schools as required or deemed appropriate;

BE IT FURTHER RESOLVED, that the Village Justice and Acting Village Justice are authorized to attend State or County continuing Judicial Education Programs; and

BE IT FURTHER RESOLVED, that the CODE ENFORCEMENT OFFICER is authorized to attend the annual State Building Officials Conference; and

BE IT FURTHER RESOLVED, that the Board of Trustees shall approve reimbursement to such officers or employees for actual expenses and/or for mileage at the rate per mile set by the Internal Revenue Service for travel in their personal automobiles to these meetings, schools and conferences.

A motion was made by Trustee Williams to approve the above stated appointments and resolutions, seconded by Trustee Im and approved by all.

MPWC KIDS FUN RUN FOR CHARITY

Motion to approve the MPWC 12th Annual Kids Charity Fun Run and Fair on Saturday, June 4, 2022 was made by Trustee Im, seconded by Deputy Mayor D’Angelo and approved by all.  The Race will begin and end at Polliwog Pond and will take place from 9:00 AM to 10:30 AM.   Road closures starting at 8:30 AM with the following roads affected: Kensett (at Trumbull to Blackburn), Trumbull (dead-end to Waldo), Abbey (between Trumbull and Kensett), Barnard (entire street), Waldo (entire street), Bingham (entire street) and Blackburn (Kensett to Waldo).   

MOVIE NIGHT

Trustee Im reported to the Board that the MP Movie Night will be held on Tuesday, June 21st with a rain date of Wednesday, June 22nd.  The Village of Munsey Park will pay for the movie screen and The Munsey Park Woman’s Club will pay for the movie rights and ice cream.  Trustee Im made a motion to approve the MP Movie Night, seconded by Deputy Mayor D’Angelo and approved by all.

PUBLIC SAFETY REPORT

 Trustee Williams spoke with Lieutenant Patrick O’Neill from the sixth precinct regarding the recent local car break-ins.  Lt. O’Neill said they are increasing their nighttime patrols in the area with both marked and unmarked police vehicles.  He suggested MP host a town hall meeting in person or via zoon to discuss how car owners can prevent such break-ins by locking their car doors and not leaving the key fob inside the vehicle.  Trustee Williams will be sending out an email to residents to report his discussion and highlight this very effective way to deter such crimes. 

·         POLICE REPORT: The Police Report for February 2022 was presented by Trustee Williams, stating 2 Auto Accidents, no Burglary-Residence, no Burglary-Business, no Robberies, one Larceny-Auto incident, two Larceny (other than auto), one Criminal Mischief incidents and a total of 42 summonses (36 Movers and 6 Parkers). 

·         JUSTICE REPORT: The Monthly Justice Report for March 2022 was presented by Trustee Williams with total fines assessed in the amount of $2,471.00.

·         BUILDING REPORT: The Building Report was presented by Trustee Williams, stating that between June 1, 2021 to April 7, 2022 a total of 148 permits have been issued totaling $214,672.44 in Building Permit Fees.

 

Motion to close the Board of Trustees Public Meeting was made by Deputy Mayor D’Angelo, seconded by Trustee Williams and approved by all at 9:19 PM.
