MINUTES OF THE REGULAR MEETING
OF THE BOARD OF TRUSTEES
held on December 9, 2019

The Mayor led the Board and those in attendance in the Pledge of Allegiance.
A Motion to Open the Public Meeting was made by Trustee Sabino, Seconded by Deputy Mayor Noone and called to Order by Mayor Larry Ceriello at 7:35 pm.
NEW BUSINESS
214 Abbey Road – Shed
The residence located at 214 Abbey Road has a side shed which is consider an accessory structure and an application was submitted to legalize the shed. The Mayor and the Board discussed the history of the shed on this property. Following such discussion, the Board agreed that this property was fairly unique in the Village in that the shed was accessory to an in-ground pool, the shed was architecturally harmonious to the renovated residence and was limited in size as shown on the submitted plans. The Mayor recommended to the Board to approve the shed as it stands with the condition that the current homeowner (Dr. Saini; T.J. Costello, architect) submits a detailed landscape plan with the type of species selected and height of plantings. The Board and applicant agreed that the approval of the shed would be personal to the current owners (and applicants) and would not run with the land. Based on the foregoing, Trustee Sabino made a motion to approve the shed with the condition that a detailed landscape plan will be submitted, seconded by Deputy Mayor Noone and unanimously approved by all.
11 Blakelock Road – Contrary to Approved Plans
After discussion regarding previously approved plans for a renovation to 11 Blakelock Road, Trustee Sabino made a motion to approve the windows as installed in the home, seconded by Deputy Noone and unanimously approved by all.
940 Park Avenue – Fence without Permit.
At last month’s meeting, Mr. Kivotidis appeared to discuss the erection of a fence in the rear of his yard without a permits. Since then Mr. Kivotidis has obtained all proper permits and has paid all associated permit fees and fines. Trustee Sabino made a motion to approve the fence with the condition that the fence will be screened with evergreens on the house side, seconded by Deputy Mayor Noone and unanimously approved by all. The resident has until the spring 2020 to complete the above mentioned screening.
MINUTES: A Motion was made by Trustee Sabino to approve the Minutes of the November 13, 2019 Meeting of the Board of Trustees Meeting; said motion was Seconded by Deputy Mayor Noone and unanimously approved.
MAYOR’S REPORT
A Motion was made by Deputy Mayor Noone to approve the 2020 Munsey Park Village Holiday Schedule; said motion was Seconded by Trustee Sabino and unanimously approved.
A motion was made by Deputy Mayor Noone to approve December 12, 2019 as Arbor Day throughout the Village of Munsey Park; said motion was Seconded by Trustee Sabino and unanimously approved.
A motion was made by Deputy Mayor Noone to approve Inspectors of Election on Election Day on March 18, 2020: Christina and Kevin Toole at 289 Crabapple Road Manhasset, New York with the compensation at the rate of $150 per day; said motion was Seconded by Trustee Sabino and unanimously approved.
Mayor Ceriello gave notification of a Public Hearing which will be held on January 8, 2020 for the following proposed laws:
Local Law 1 – 2020 Override Property Tax Cap
Local Law 2 – 2020 Trespassing in Parks
Local Law 3- 2020 Traffic and Parking Regulations
PUBLIC SAFETY REPORT
JUSTICE REPORT: The Monthly Justice Report for September 2019 was presented by Trustee Sabino with total fines assessed in the amount of $3,970.00.
POLICE REPORT: The Police Report for September 2019 was presented by Trustee Sabino, stating 6 Auto Accidents, no Burglary-Residence, no Burglary-Business, no Robberies, no Larceny-Auto incident, no Larceny (other than auto) 1 Criminal Mischief incidents and a total of 46 summonses (40 Movers and 6 Parkers).
BUILDING REPORT: The Building Report was presented by Trustee Sabino, stating that between June 1, 2019 and December 4, 2019, a total of 103 permits have been issued totaling $115,200.75 in Building Permit Fees.
There being no further business, a Motion to close the meeting was made by Trustee Sabino and Seconded by Deputy Mayor Noone and the meeting was brought to a close at 8:07 pm.
