Dear Munsey Park Residents,

The Village is happy to announce that we will keep our annual tree lighting ceremony alive for 2020.

We invite all residents and their families to come to Copley Pond on Sunday, December 6th. To avoid having too many people in one place at one time, we will be on a tighter schedule. We invite you to the Park at 6:00PM with the lighting to take place promptly at 6:15PM. We hope to have a special guest visit shortly after the lighting.

As with all events this year, we strive to preserve the magic while keeping our community safe. The lighting will be brief with precautions in place. We ask all attendees to properly social distance and wear masks. We will not have food or drinks at the event this year.

Thank you and we look forward to sharing this special tradition with you!

Dear Residents,

Please join me in congratulating Regina Im and Greg LiCalzi on their election to the Board of Trustees.  Greg and Regina will join the Board of Trustees at its October meeting.  With this election, Anthony Sabino and Jennifer Noone will step down from the Board of Trustees. We owe a debt of gratitude to Anthony and Jen for their years of service to the Village.  Jen was a long-standing member of the Board of Trustees, first as trustee and later as Deputy Mayor.   Anthony first served on the Building Advisory Committee and, more recently, the Board of Trustees.  We also want to extend our thanks to John Dellaquila who offered his service to the Village in this election.  As a Village, we are lucky to have residents such as Jen, Anthony, Regina, Greg and John who are willing to step forward to serve their fellow residents and I am grateful for their participation.  Munsey Park is a richer community for their involvement. 

Please also join me in thanking the Village staff, most notably Village Clerk Tara Gibbons and DPW member Larry Staiano, both of whom were present in Village Hall all day yesterday to ensure the smooth running of the election.  As was evident, much planning went into the physical layout of the Village Hall to protect the health and well-being of the 221 voters who turned out to vote.

Governor Cuomo cancelled the March 18th  Village Elections due to the pandemic and has authorized all New York State Village to hold their local elections on September 15, 2020.

To promote safe elections, anyone may request an absentee ballot if the reason for not voting in person is to avoid infection by the Corona virus. You can get an absentee ballot application by visiting the Munsey Park’s website and clicking on the RESOURCES tab at the top then scroll down to “Application for an Absentee Ballot” and print out application.

Submit the original signed application to the Village and we will mail you an absentee ballot until September 9. After September 9, you may submit the application in person at Village Hall and we will hand you an absentee ballot to be filled out and returned or completed at Village Hall.

If you are planning to vote in person, election hours are noon to 9 pm. We will be conducting the election in the Village Hall and we will only allow one person in at a time.   Residents will be asked to wait outside, standing 6 feet apart while wearing a mask.  Plenty of hand sanitizer will be available upon entering the building and each voter will receive their own personal pen.  The voting area and scanner will continuously be wiped down

As a reminder, there are four candidates to fill two Trustee positions for a (2) two year term. The Candidates are: John Dellaquila, Anthony M. Sabino, Regina Im and Gregory LiCalzi

Dear Residents,

On July 20, 2020, Moody’s Investors Service issued its annual report on the General Obligations bonds issued by the Village of Munsey Park. Moody’s assigned a rating of “Aa2” to the Village.  Within the report Moody’s makes the following comments about the Village:

As a credit overview, Moody’s reports that “Munsey Park's credit position is very good. Its Aa2 rating slightly exceeds the median rating of Aa3 for US cities. Key credit factors include a robust financial position, very small debt and pension liabilities, a very strong wealth and income profile and a sound tax base.”

Regarding the Village finances, Moody’s observes that “[t]he village has a robust financial position, which is relatively favorable when compared to the assigned rating of Aa2.”

Finally, with regard to debt and pensions, we quote Moody’s at length: “Overall, the debt and pension liabilities of the village are exceptionally low and are a credit strength when compared to its Aa2 rating. The net direct debt to full value (0.0% rounded) is materially below the US median, and did not change between 2015 and 2019. Furthermore, Munsey Park's Moody's-adjusted net pension liability to operating revenues (0.34x) favorably is materially lower than the US median.”

VILLAGE OF MUNSEY PARK COVID-19 MANAGEMENT PLAN

1.      Workplace Safety & Sanitary Plan:

  • All areas of Village Hall which are subject to touch will be sanitized daily (this includes the counter/dutch door entrance to Clerk’s office, all doorknobs, railings, and light switches).

  • The lower portion of the dutch door entrance to the Clerk’s office will remain closed at all times and no members of the public will be allowed to enter the Clerk’s office. The upper portion of the dutch door will remain open but a plexiglass barrier will be installed.

  • All Village employees are to be instructed that if they are not feeling well or if they have been exposed to someone infected with the COVID-19 virus, that they should remain home until they are feeling well; the Village encourages them to consult their physician before returning to work.

  • Employees are not to share work stations and should endeavor to avoid gathering at close range.

  • Weather permitting, windows will be opened to allow increased circulation of fresh air.

  • Frequent handwashing and use of hand sanitizer is encouraged.

  • All employees have been instructed to familiarize themselves with CDC, state and local guidance on managing the workplace risk of COVID-19 and to follow the same.

2.      Village Operations

A.      Village Hall:

  • A notice placed on the front door to Village Hall requires all visitors to wear a face mask covering the nose and mouth, use the hand sanitizer on the left side wall upon entering, and stay six feet part.  Masks are available for any visitor who may be in need of the same.

  • All submissions or correspondence to the Village including building plans, applications or tax payments must be deposited in the receptacle located next to the front door at the Sargent Place entrance.  If any such materials are too large for the designated receptacle, the Village may be contacted at (516) 365-7790 for further instructions.

  • A visitors log will be maintained in the foyer of Village Hall.  All visitors to Village Hall must provide a name and phone number upon entry to Village Hall.  If a visitor refuses to do so, the applicable Village employee will so note the record of the visit.

  • Future meetings of the Architectural Review Committee, Zoning Board and Board of Trustees may be subject to cancellation or alternative meeting formats as described below. Updates about these meetings and the Village Election will be published on the Village website, by email notices to the appropriate persons requesting such notice and by calling Village Hall at (516) 365-7790.

B.      Office Operations:

a.      Office staff may be reduced as needed during this time period.  Tara Gibbons and Maureen McLean’s cell phone numbers are provided on the Village voicemail.  Ms. McLean will continue to be responsible for building/tree permits and Village court.  All other inquiries, issues and matters relating the Village will be directed to Tara Gibbons

b.      All staff will continue to work (and in the case of the Village Clerk and Assistant Clerk, work remotely) but follow best practices including:

  •  Regular handwashing

  •  Distancing from others at least 6 feet apart

  •  DPW staff will avoid the need to ride in trucks together; weather permitting, truck windows should be open.

c.       CDC Educational Notices and Signs to be posted

C. Mayor

Mayor Ceriello will continue to monitor ant COVID-19 health impacts in the Village and the directives of Local, State and Federal officials and will, if necessary, determine if a State of Emergency needs to be declared in the Village and thereafter notify the Clerk, Assistant Clerk and Board of Trustees.

3.      Meetings:

In accordance with the Executive Orders signed by Governor Cuomo, the open meetings law requirements regarding the conduct of meetings has been modified to allow municipal bodies to function without creating community risk:

Suspension of law allowing the attendance of meetings telephonically or other similar service:  Article 7 of the Public Officers Law, to the extent necessary to permit any public body to meet and take such actions authorized by the law without permitting in public in-person access to meetings and authorizing such meetings to be held remotely by conference call or similar service, provided that the public has the ability to view or listen to such proceeding and that such meetings are recorded and later transcribed;

In response thereto, the Village has set up a call-in service to expedite meetings per the Executive Order, if meetings are needed. The Village will make all reasonable efforts to allow public participation in telephonic or other meetings. The Village will take steps to allow public comment and questions to be submitted by email before and after meetings.  To the extent required by law, meetings will be transcribed by a stenographic service to ensure a public record.

4.      Election Day

  • Village Hall will be sanitized before opening and frequently throughout the day.

  • Poll Workers will be provided with disposable gloves, hand sanitizer and antibacterial wipes.

  • Voters will be advised to adhere to CDC social distancing recommendations.

  • Hand sanitizer will be available to all voters and each voter will receive their own pen to use and keep.

  • Two sets of poll books will be available.  One for the poll workers and one for the registered voters.

5. Report of a COVID Symptom or Positive Employee Response Plan:

  • In response to a confirmed case of COVID-19 in any Village employee, the Village shall take the following steps:

  • Immediately shut Village Hall for an appropriate period of time and institute mandatory remote work for the Village Clerk and Assistant Clerk.  Access to Village Hall by all other persons will be restricted without consent of the Mayor

  • Schedule professional cleaning of Village Hall

  • Staff monitor for symptoms

Dear Residents,

With no parades or gatherings to honor the fallen, this Memorial Day will be different. As this is a year where we find ourselves more apart than together, we invite you to honor our fallen warriors with the Memorial Day Poppy Project (click box below to access). Families can decorate the poppy and write a few words or a person’s name to share their remembrance.

In the Village of Munsey Park, we have held an annual ceremony to honor the Munsey Park residents who have died in war. This year, adhering to social distancing recommendations, we will be setting up a Remembrance Wall.

We invite you to come to Waldmann Park (Polliwog Pond) on Memorial Day, Monday, May 25th and post your poppy on the wall. The wall be up from 9AM - 5PM. It will be a display to honor the fallen together. A quilt of strength and unity during this time of uncertainty.

When making your plans for the weekend please consider this activity as part of your way to honor those we have lost. Please pass along to neighbors and friends in the community.

Dear Residents,

The Village expects that the first phase of the replacement of the flag pole on the island at this intersection will begin this week. As a result, residents should expect some intermittent interruption of the normal flow of traffic in the area. The existing flagpole is being replaced with a taller version of the same. The new flagpole is being installed by ExteNet and will eventually host telecommunications equipment. Following completion of construction, the island will be re-landscaped. Other than incidental costs for monitoring the installation, the Village is not expected to incur any material costs in connection with this project.

After we sent the most recent update we received a number of responses and wanted to provide the following updates with you:

 Social Distancing – you may have noticed that the number of diagnosed cases in Munsey Park has recently increased to 16.  This increase points out how important it is to follow the CDC guidelines and always maintain a safe distance when outside your home.  This includes children and young adults who can carry the virus home to parents, grandparents and others.  Please, for your own safety and the safety of those you love and your neighbors, please have all members of your household follow the social distancing rules.  Please - be smart; be distant; be safe!

Dear Residents:

We trust that this message finds you and your loved ones well. We wanted to update you on a few things that are occurring in Munsey Park.

Village Hall Operations – our Village Hall remains closed to the public; access is by appointment only. Our dedicated staff led by Village Clerk Tara Gibbons and Deputy Clerk Maureen McLean are working normal hours and are available by telephone. The Public Works team led by Ted Boutzalis and assisted by Larry Staiano and Kevin Staiano are on the job each day maintaining the Village’s parks, roads and other infrastructure while managing the challenges posed by COVID19. We are deeply appreciative of the efforts of Tara, Maureen, Ted, Larry and Kevin at this time.

Village Budget – in accordance with state law, the Village is obligated to approve a budget for the fiscal year beginning June 1st. The draft budget adopted by the Board of Trustees at its March meeting (and available for review on the Village website) will be voted on by the Board of Trustees at its meeting on April 22nd (see below). The draft budget proposes a modest tax increase of 2%, equaling $26,280, or approximately $31/year, on average, for each homeowner. When considering the impact of this increase, please remember that the amount of increase actually experienced by each homeowner will differ and will largely depend on the Nassau County assessment process which was recently completed.

Board of Trustees Meeting – as indicated above, the next meeting of the Board of Trustees will occur on April 22nd at 7:30. This will be a telephone meeting only and the public is invited to attend. Instructions for dialing into the meeting will be distributed closer to the actual date and will be posted on the Village Website. While we are still preparing an agenda for this meeting, we expect the only substantive action will be to vote on the Village 2020/21 Budget (see above). Feel free to reach out to Village Hall if you have any questions.

Neighbors in Need – The Village has a long history of residents assisting other residents in a time of need. Whether it was during the Great Depression of the early 1930’s when residents quietly and privately offered financial assistance to neighbors facing financial hardship or in the aftermath of Super Storm Sandy when residents helped remove fallen trees from the homes of other residents or offered warm spaces or hot meals to those without power, this spirit of kindness, generosity and unselfishness is what defines our great Village. Now, comes COVID19 and some residents may be reluctant to leave their homes to shop for food or other necessities. Once again, some residents have stepped forward to offer assistance to neighbors who need a helping hand – it could be a performing small household task, shopping for food or other necessities or just someone to talk to. If you or someone you know needs assistance, let Village Hall know. Please be mindful of neighbors who may be older or alone or afraid.

Civics 101 – if you, like us, have been strolling around the Village on the recent beautiful Spring days, you have probably noticed the occasional used surgical mask or latex glove discarded on the side of the road or the doggie clean-up bag tossed into nearby bushes. Our Public Works teams works hard to keep our Village litter-free. There is no excuse for anyone discarding litter in this manner. If you see persons discarding debris in such manner, please notify Village Hall.

Dear Residents,

We hope that this email finds you and your loved ones healthy. While uncertainty around COVID19 consumes our daily thoughts, we wanted to share some information with you having to do with your real property taxes which is time sensitive. As you know, the County of Nassau has recently completed a valuation re-assessment of all properties in Nassau County, including our homes. As you also know, the County assessment of your home will be the basis for the county, school and other real property taxes that you pay, including the Village Tax. While the total amount of taxes to be collected will not be affected by the reassessment, some individual property owners may end up paying higher real property taxes and other property owners may pay lower property taxes. The Village, like other villages, had no role in the assessment process or determining the value of individual homes. For taxpayers that disagree with the County’s valuation assessment, a process called a “grievance” must be commenced. As indicated in the email below from Rich Nicolello, Presiding Officer of the Nassau County Legislature, the time period for filing the grievance has been extended to April 30th. While the Village has no role to play in the grievance process, we wanted to remind our residents about this process and the time periods associated with it. There is no separate grievance process for Village taxes.

Please stay safe and healthy. Please remember to practice social distancing. Please be mindful of neighbors that may be alone, older, in poor health or afraid. If Village Hall can help you or them, please let us know.

I hope that you and your family are well in this difficult time.

Due to the coronavirus pandemic the Legislature has extended the deadline for filing a challenge to your assessment (“grievance”) from April 2 to April 30. If you intend to file a grievance and have not done so already, you must file by April 30.

While the ARC customer service window is closed, there is a drop box outside of their office for hand delivery of applications should you choose to submit a paper copy. However, we strongly encourage you to consider filing your grievance online. The Assessment Review Commission website has guidance on filing a grievance online here: https://www.nassaucountyny.gov/1516/Forms-Instructions
