Mayor Ceriello led the Board and those in attendance in the Pledge of Allegiance.
A Motion to Open the Public Meeting was made by Trustee Williams, Seconded by Deputy Mayor D’Angelo and called to Order by Mayor Ceriello at 7:34 pm.
OATH OF OFFICE
Robert Morici administered the Oath of Office to the newly elected Trustees Regina Im and Greggory LiCalzi.
MAYOR’S REPORT
Village Roads
The Mayor stated that Northern Masonry has been making short-term road repairs for safety purposes around Copley Park and Abbey Road. The road repairs will continue throughout the month and will include certain intersections on Manhasset Woods Road. National Grid will be installing new gas mains on Monday, Oct 19th on Park Avenue, from Morse Lane to the end of Park Avenue/Port Blvd., including a small section of Trumbull Road and Bartlett Drive. Installing the gas main will require the road to be cut out closest to the curb and then restored with a temporary patch. Later in the year, The Village will repave this section of the road, curb to curb, with National Grid incurring half of the costs. The Mayor requested that Village Engineer, Jim Antonelli, provide an estimate of costs to include the additional pavement of Park Ave. from Morse Lane to the traffic light at Abbey Road. Next week, Mayor Ceriello and Village Attorney, Robert Morici, will meet with Manhasset Lakeville Water District to discuss their upcoming water main project on Park Avenue, from Manhasset Woods Road to Ridge Crescent. The Mayor will report his findings on the scope of work and the possibility of partnering with MLWD to repave that section of Park Avenue.
Crossing Guard
Mayor Ceriello stated that the Village has placed a request to the sixth precinct to add a crossing guard at the intersection of Manhasset Woods Road and Hunt Lane. The Mayor’s request comes in response to the significant increase in the number of students walking to school, which could be related to the current pandemic. Police officer, Joseph Altieri, from the Sixth Precinct’s Problem Oriented Policing (POP) Department is assisting the Village to expedite the approval.
Greater Council of Manhasset
Traditionally, The Village of Munsey Park has not been a member of the Greater Council of Manhasset Civic Associations, as it is a group originally formed to represent the interests of the residential areas in Manhasset that are not in an incorporated Village i.e., Terrace Manor, North Strathmore, South Strathmore, Bayview, Norgate and areas in Manhasset Hills. The Greater Council of Manhasset meets once a month and is attended by representatives of each civic association and officials from the County, Town, and State. Very often developers also attend to try to generate community approval on projects that will affect the entire Manhasset community. Mayor Ceriello spoke with Richard Bentley, President of the Greater Council, who agreed that Munsey Park should have representation on the Board. The Board decided on two potential representatives and the Mayor will reach out to see if they are interested in the position.
Halloween
The Mayor stated that Halloween, particularly on Ryder Road, is a community event not a Village sponsored event. The Village will, however, continue to offer safety precautions as needed to our residents.
FINANCIAL REPORT
Deputy Mayor D’Angelo stated that the Village Court revenues are slightly down due to a decrease in police ticketing. Building permit fees have slightly increased based on a year to year analysis. The storm costs were less than estimated but the Village plans on filing for FEMA recovery if/when those funds are released. Two distinguishable expense items this month were for the repairs to the Village entrances and electrical work for new landscape lighting in Copley Park.
PUBLIC SAFETY REPORT
· JUSTICE REPORT: The Monthly Justice Report for September 2020 was presented by Trustee Williams with total fines assessed in the amount of $1,618.00.
· POLICE REPORT: The Police Report for August 2020 was presented by Trustee Williams, stating 2 Auto Accidents, no Burglary-Residence, no Burglary-Business, no Robberies, one Larceny-Auto incident, one Larceny (other than auto), one Criminal Mischief incidents and a total of 13 summonses (13 Movers and 0 Parkers). The Police Report for September 2020 was also presented, stating 1 Auto Accidents, no Burglary-Residence, no Burglary-Business, no Robberies, no Larceny-Auto incident, one Larceny (other than auto), no Criminal Mischief incidents and a total of 24 summonses (21 Movers and 3 Parkers).
· BUILDING REPORT: The Building Report was presented by Trustee Williams, stating that between June 1, 2020 and October 12, 2020, a total of 93 permits have been issued totaling $102,701 in Building Permit Fees.
· Trustee Williams noted that he will reach out to the Sixth precinct this week to discuss the activities listed in the police report and the requested crossing guard.
NEW BUSINESS
Basketball Hoop – Mayor Ceriello requested to defer this application to approve a permanent basketball hoop at 188 Kensett Road to the November BOT meeting.
There being no further business, a Motion to close the meeting was made by Trustee Im and Seconded by Trustee LiCalzi and the meeting was brought to a close at 8:39 pm.
