MINUTES OF THE REGULAR MEETING
OF THE BOARD OF TRUSTEES
held on March 11, 2020

Mayor Ceriello led the Board and those in attendance in the Pledge of Allegiance.
A Motion to Open the Public Meeting was made by Trustee Sabino, Seconded by Trustee Williams and called to Order by Mayor Ceriello at 7:37 pm.
MINUTES
A Motion was made by Trustee Sabino to approve the Minutes of the February12, 2020 Meeting of the Board of Trustees; said motion was Seconded by Trustee Williams and unanimously approved.
NEW BUSINESS
· The Board received and approved the Draft Fiscal Budget for 2020/2021
· The Board approved the Draft Audited Financial Statements FYE May 31, 2019
· The Board approved the MPWC 11th Annual Kids Charity Fun Run
MAYOR’S REPORT
· The Safe Streets Initiative continues with Greg Del Rio, Director of Special Projects for Sam Schwartz Engineering. Mr. Del Rio is going to reexamine his proposal for studying the problems with the safety of our streets in Munsey park.
· The Mayor spoke with Richard Bentley, President of the Council of Greater Manhasset Civic Association. The Mayor would like Munsey Park to have representation on this Council and suggested Jennifer Tantillo and Tara Kirkwood as potential candidates. The representatives chosen would attend the Greater Council’s meetings and report back to the Board of Trustees. The Board approved of his recommendation. The Council was meeting this evening to discuss the proposed 7-11 for Plandome Road. Mayor Ceriello thought the proposal for a 7-11 convenience store on Plandome Road would not be an inappropriate addition to the Manhasset community. Tonight’s Civic meeting is a perfect example of why it is important for Munsey Park to have proper representation.
· The Town of North Hempstead’s Solid Waste Management Authority has an Inter-Municipal Agreement (IMA) with Munsey Park which expires in April 2020. Mayor Ceriello will continue to review this agreement and will report his findings regarding the cost benefits if Munsey Park was not subjected to garbage flow control.
· Mayor Ceriello attended The Cow Neck Mayor’s February meeting. At the meeting he had the opportunity to meet Mariann Dalimonte, TONH Councilwoman, and was able to discuss some of the issues that affect the Village.
· The Mayor reminded everyone that the Village Election is March 18th
FINANCIAL REPORT
Trustee D’Angelo reported that Nassau County has reassessed properties to reflect a Fair Market Value (FMV) system. Currently the calculation for the Village Tax is:
FMV x .10 x Tax Rate = Village Tax
Some residents will see a change in the Village tax due to the change in the Fair Market Value assigned by Nassau County.
BUILDING ADVISORY COMMITTEE REPORT
Trustee Williams reported that he is continuing to review the current policies and procedures pertaining to the Building Advisory Committee (BAC) meetings in accordance with the open meetings law.
ROADS
Deputy Mayor Noone reported that she has spoken to Jim Antonelli, Village Engineer, to obtain an estimate on “mill and pave” work for sections of Kensett Road and Bingham Circle.
PUBLIC SAFETY REPORT
· JUSTICE REPORT: The Monthly Justice Report for February 2020 was presented by Trustee Sabino with total fines assessed in the amount of $3,632.00.
· POLICE REPORT: The Police Report for March 2020 was presented by Trustee Sabino, stating 2 Auto Accidents, no Burglary-Residence, no Burglary-Business, no Robberies, no Larceny-Auto incident, one Larceny (other than auto), no Criminal Mischief incidents and a total of 13 summonses (6 Movers and 7 Parkers).
· BUILDING REPORT: The Building Report was presented by Trustee Sabino, stating that between June 1, 2019 and March 5, 2020, a total of 145 permits have been issued totaling $205,363.75 in Building Permit Fees.
There being no further business, a Motion to close the meeting was made by Trustee Sabino and Seconded by Trustee Williams and the meeting was brought to a close at 8:47 pm.
